Control & Instrumentation Engineer

Job Responsibilities:
1. Responsible for developing and continuously optimizing technical standards, management procedures, maintenance work instructions, and safety systems for automation control and instrumentation applicable across various wastewater treatment plants, ensuring unified standards across all sites.
2. Responsible for technical supervision, regular calibration, and performance evaluation of each plant's automation control systems (PLC/SCADA) and key instruments (flow, level, water quality analyzers, etc.), and establishing centralized equipment records.
3. Responsible for company-level critical control programming, debugging, version control, maintenance updates, and the implementation of network/system cybersecurity strategies for all plants, leading system upgrade and integration projects.
4. Assist in formulating the department's cross-site annual/monthly work plans and budgets (e.g., spare parts planning), and drive, supervise, and report on the implementation of these plans at each plant.
5. Participate in the selection review, installation supervision, system commissioning, and final acceptance of instrumentation and control equipment for new plant construction or old plant renovation projects, ensuring compliance with unified company technical standards.
6. Participate in formulating major and medium repair plans and technical renovation proposals for control and instrumentation equipment at each plant, provide core technical guidance, and supervise the completion quality at key milestones.
7. Lead or review technical proposals for control and instrumentation updates, modifications, and optimizations proposed by each plant, introduce new technologies and processes to enhance the automation and intelligence level of the entire municipal wastewater sector.
8. Act as an expert support role, providing remote or on-site technical diagnosis, repair plan development, and technical support for complex control and instrumentation faults that individual plants cannot resolve.
9. Establish and implement a company-wide preventive maintenance system for control and instrumentation, utilizing central SCADA system data for predictive maintenance analysis.
10. Responsible for organizing and conducting standardized training for technical teams across all plants, and developing training materials.
11. Other tasks assigned by supervisor.
Job Requirements:
1. Bachelor's degree or higher in Electrical Automation, Instrumentation, Process Control, or related fields.
2. Minimum 5 years of experience in control and instrumentation. Experience with large-scale municipal water projects, multi-plant operations, or industrial sector (e.g., petrochemical, power) DCS/SCADA system projects is preferred.
3. Professional Knowledge:
a) Proficient in programming and maintenance of one or more mainstream PLCs (e.g., Siemens, AB, Schneider); proficient in programming and maintenance of one or more SCADA software packages (e.g., WinCC, Intouch, iFix, Citect).
b) Familiar with wastewater treatment processes and the principles, application, and calibration of key instruments (e.g., electromagnetic flow meters, ultrasonic level transmitters, DO/pH/turbidity analyzers).
c) Knowledge of industrial network communications (protocols such as OPC UA, Profinet, Modbus TCP/IP, Modbus RTU) and basic industrial cybersecurity principles.
d) Knowledge of database systems, familiar with MSSQL; knowledge related to smart water management systems is an advantage.
4. Strong English communication skills (written and spoken), sufficient for reading international technical documentation, communicating with global suppliers, and teamwork. Knowledge of Arabic is a plus.
5. Willingness and ability to undertake short-term business trips between different cities in Saudi Arabia.
