Job Purpose:

The PMO Manager (Strategy) is responsible for driving strategic alignment and operational excellence across the organization through robust project management practices. This position requires a combination of strong project management expertise, strategic insight, and the ability to coordinate complex initiatives involving multiple stakeholders.

The PMO Manager will establish and oversee the implementation of standardized project management frameworks, tools, and processes to ensure that strategic objectives are executed effectively and consistently in line with Maarif's corporate strategy.

In addition, the role leads the development and execution of strategic initiatives and bidding activities aimed at driving organizational growth and enhancing project success. The PMO Manager works closely with cross-functional teams to ensure alignment with strategic priorities and provides senior management with actionable insights to support data-driven decision-making.

Qualifications and Certifications

  • Bachelor's degree in business administration, Management, Finance, Economics, Engineering, or a related field is required.
  • Project Management Certification is required.
  • 7–12 years of professional experience, including substantial experience in project/program management, PMO, or strategy execution roles.
  • Consultancy or Big 4 experience is a plus.
  • Experience in the Education Management or Education field is a plus.

Key Roles and Responsibilities

  • Lead the development and implementation of project plans, schedules, and timelines, ensuring alignment with organizational objectives and strategic priorities.
  • Oversee program-level scheduling, dependency mapping, and milestone tracking to ensure timely delivery of complex initiatives.
  • Drive the end-to-end bid process, including RFP analysis, business case development, financial modeling, proposal preparation, and submission coordination.
  • Define win strategies, key messaging, and value propositions for strategic initiatives and bids.
  • Ensure proposals and project deliverables meet compliance, quality standards, and are delivered within deadlines.
  • Act as the primary point of coordination between internal teams and external stakeholders, aligning objectives, deliverables, and expectations.
  • Provide leadership in monitoring project progress, KPIs, and milestones, proactively identifying risks and bottlenecks, and implementing mitigation strategies.
  • Develop and maintain dashboards, reports, and performance metrics to provide actionable insights for senior management decision-making.
  • Lead risk assessment, issue management, and escalation processes to ensure timely resolution and minimal impact on projects.
  • Champion project management governance, standards, and best practices across the organization.
  • Drive continuous improvement initiatives, including lessons learned sessions, process optimization, and standardization of PMO templates, frameworks, and reporting tools
  • Mentor and guide project teams to enhance project management capabilities and ensure delivery excellence.
