Head of Procurement – Strategic Sourcing

Our Client is seeking a Head of Procurement to lead sourcing strategies, strengthen supplier partnerships, and drive value across all procurement operations while offering exceptional leadership to a team of specialized Procurement Managers. The role focuses on operational excellence, strategic leadership, cost optimization, and full compliance with regulatory and Local Content requirements.

Key Responsibilities

  • Lead the development and execution of procurement and category strategies aligned with business goals.
  • Build and manage strategic supplier relationships to enhance quality, cost efficiency, and innovation.
  • Drive cost optimization, value engineering, and spend analysis to identify sourcing opportunities and mitigate risks.
  • Oversee contract negotiations, drafting, compliance, and lifecycle management.
  • Ensure full adherence to Local Content policies, regulatory requirements, and audit standards.
  • Implement procurement policies, SOPs, and process improvements to enhance operational efficiency.
  • Monitor supplier performance through reviews, audits, and continuous improvement plans.
  • Prepare and present procurement performance, compliance, and Local Content reports to leadership.
  • Provide guidance and leadership to the procurement team, ensuring capability development and performance management.

Qualifications & Experience

  • Bachelor's degree in Supply Chain, Business Administration, Engineering, or related field (Master's preferred).
  • CIPS certification is strongly preferred. (MCIPS)
  • 10–15 years of experience in procurement, sourcing, or category management, including the recent 5 years in leadership roles.
  • Strong experience in vendor management, contract negotiation, and sourcing governance.
  • Knowledge of Local Content frameworks and regulatory requirements in Saudi Arabia.
  • Excellent analytical, communication, and stakeholder management skills.
