Compliance Officer based in KSA- Al Khobar

Objective:

  • Accountable for the execution of the compliance agenda (core compliance management system, trade and customs compliance) ensuring that compliance risks which threaten the achievement of business objectives are effectively managed in conjunction with Management.
  • Define and develop a compliance strategy & management systems, standards, initiatives and guidelines that align to DPDHL and also respond to local needs and ensure full compliance with national regulatory obligations relevant to the Kingdom of Saudi Arabia.
  • Monitor Managements adherence to ensure DPDHL operates in compliance with core compliance.
  • Strategically manage a complex export control, sanction and customs agenda with due regard for national and applicable international regulations and policy requirements.
  • Engage in complex negotiation of contracts to ensure minimized exposure for DPDHL and incorporated joint venture.
  • Oversight and Management of compliance incidents and investigations.
  • Provide a range of compliance approvals and authorization to ensure compliance with regulations, policies and procedures.
  • Provide compliance legal assertions to customers and other stakeholder.
  • Develop and execute core compliance reporting.

General Responsibilities:

  • Strategic leadership of Compliance, Trade and Customs compliance, defining long term strategies and execute compliance management systems to ensure regulatory compliance and corporate compliance in line with DPDHL compliance management system and with due regard for the laws of the Kingdom.
  • Engages in negotiations with external and internal stakeholders in relation to compliance, trade & customs compliance matters to ensure legal compliance and contractual parameters align to policy parameters.
  • Set priorities for the function and align its activities to support achievement of business objectives without compromising on compliance standards, guidelines and rules.
  • Regularly monitor regional adherence to all internal and external policies, guidelines, laws and regulations by use of data analytics, Internal Control System and other methods.
  • Establishes and maintains risk assessments including mitigating steps and followup in all operations.
  • Develop and deploy training program to respond to entity needs for all compliance, trade & customs compliance.
  • Establish and implement communication plans to assure awareness of compliance, trade and customs compliance topics and thus shape compliance culture.
  • Provide binding responses to emerging questions and take binding adhoc decisions in compliance, trade and customs compliance questions.
  • Leads and oversees all compliance incident and whistleblowing investigations in accordance with policy and legal parameters, ensuring effective engagement with relevant stakeholder groups to assure thorough investigations are conduct.

Qualification:

  • Bachelor's degree in business administration, Law or Equivalent.
  • Profession Qualification in Law. (mandatory)
  • MBA in Business Administration or Law. (Preferable)
  • 12 +years' experience in a Compliance & Trade Compliance global complex environment, having indepth experience of regional compliance regulation and legal landscapes, with at least 8 years of leadership experience

Additional knowledge and abilities:

  • Extensive experience of supporting and advising Board and senior committees, with audit, risk and governance experience preferably gained within a registry, professional or regulatory environment.
  • 2. Experience in governance systems and structures including auditing skills, risk management, investigations, complaint handling and report writing.
  • 3. Proven experience in quality standards and continuous improvement systems and approach.
  • 4. Experience of handling complex appeals and investigations.
  • 5. Experience of writing and implementing policies, procedures, and department handbooks.

Knowledge & Skills:

  • Senior Leadership, works independently with limited supervision, selfmotivated individual capable of negotiating with global and regional contacts
  • Senior team leadership enabling a team to effect change
  • Ability to navigate significantly complex business operations and technical legal parameters with complex stakeholder groups at Board level
