Position Summary:


Jubail is one of Bechtel's most remarkable achievements—a city built from the sand up, requiring vast resources and logístical planning on an unprecedented scale.

It the biggest civil engineering project in modern times—and it's getting bigger.

Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s.

Bechtel serves as the Management Services Contractor (MSC), or "owner's representative" for our client, the Royal Commission (RC).

We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities.

In June 2021, Bechtel's contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

Ras-Al-Khair

This work location for this position is in Ras-Al-Khair which is located about 90 KMS north of Jubail Industrial City. You will be required to commute Jubail - Ras-Al-Khair - Jubail daily using the available transportation facility /shuttle bus service. The accommodation will be provided at Jubail Industrial City.

Major Responsibilities:

The position seconded to Royal Commission Investment department, Ras-Al-Khair.

  • Assist in daytoday Industry Coordination.
  • Prepare responses to incoming communication as directed.
  • Prepare standard English version of Industrial Land Lease contract, Conditional Site allocation.
  • Prepare draft recommendation for RC management approval for extension of terms and conditions of expired Conditional Site Allocation.
  • Prepare PowerPoint presentation, as directed.
  • Assist to maintain daily interface functions between Industrial Section, Industries and RC operating departments.
  • Coordinates meeting arrangement and schedules.
  • Document control and hardcopy/Efiling.
  • Prepare and updates reports.
  • Prepare schedule and record activities and make followup action of documents requiring action.
  • Deputize for other section clerical or administrative staff as directed.
  • Perform ad hoc tasks and analysis as requested by the supervisor and Manager.

Skills and Qualifications:

Essential Technical:

  • College/University degree.
  • Must have at least 5 years of experience of office procedures.
  • Strong computer literacy and must be familiar with latest software packages.

Essential Behavioral:

  • Good oral & written communication skills in English are required.
  • Demonstrated knowledge of administrative skills.

Preferred Technical

  • General experience in all areas of document control.

Preferred Behavioral**:

  • Demonstrated knowledge in one or more administrative function(s).
  • Strong organizational skills.
  • Ability to work within an integrated Bechtel/client team at multiple levels from working level to Project Manager level.
