Project Overview:


Bechtel and its consortium partners are excited to begin hiring the completion teams which will finalize the monumental Riyadh Metro Project (RMP), currently estimated at 94% complete.

The BACS consortium, which includes Almabani General Contractors, Consolidated Contractors Company, and Siemens, is responsible for the design, construction, train cars, and signaling as well as electrification and integration of the new lines to the rest of the system.

Riyadh's population of nearly 6 million is forecast to increase to 8 million by 2030.

The new metro system will meet the demands of the growing population while reducing traffic congestion and improving air quality.

Role Overview:

Working within project management consultancy environment (PMC),

  • The Cost / Change Manager will supervise and execute all cost analysis, change management, and control activities.
  • Supports project organizational and administrative activities.
  • Supervises cost engineering, cost estimating, and cost analysis/control activities for large projects; major projects with significant nonroutine requirements; or discipline/project/proposal estimating or staff planning activities which require a high degree of technical skill and experience.
  • Explain skill in identifying, analyzing, and providing innovative solutions to cost engineering problems.
  • Provides generally nonroutine cost engineering guidance to projects. Ensures work is completed as scheduled. Identifies cost trends for management attention.

Position Duties / Responsibilities:

  • Provides comments and recommendations for cost engineering requirements relative to staffing and project control. Prepares detailed staffing plans for cost engineering activities.
  • Reviews proposal provisions related to cost engineering and material control and develops helping data for contract negotiations. Participates in establishing pricing structures to be applied to quantities for estimates. Obtains vendor information to update cost data. Applies material unit rates to quantities. Maintains cost data files.
  • Interfaces with designated project management and client counterparts for specific cost presentations.

  • Prepares and examines comparisons of scope, quantities, and cost data between projects. Performs productivity analysis of Construction operations and verifies results.
  • Reviews project work activities to ensure support of project milestones. Arranges and establishes scoping requirements for the overall cost estimate by discipline or other specialty, and arranges the timely, formal, and complete acquisition of scope definition and related data.
  • Arranges pricing structure or criteria to be used by each discipline or specialty to meet the objectives of the cost estimate. Establishes format and content of summaries and reconciliations, including segregation of cost according to level of confidence and identification of areas of risk.
