Parsons is looking for an amazingly talented
Senior Recruitment Manager to join our team In this role you will be responsible for the management of the recruitment function for Cross-City Services (XCS) for Qiddiya, acting as the custodian for all best practice.

Provides management guidance and technical direction for all facets of recruitment, coordinating with the XCS management team and reporting directly to the XCS People Director

What You'll Be Doing:

  • Management of the recruitment functional requirements, standards, strategies, policies, plans and processes/procedures and best practice developed during the XCS establishment process.
  • Initiates improvements to department procedures and develops and implements updates within area of expertise as needed to XCS baseline. Updates standards and procedures manuals for the function (from the baseline created at XCS establishment).
  • Provides reporting in accordance with defined XCS requirements at a citywide level. Supervises the preparation of these requirements within the approved plan.
  • Participates in review of all major proposals and initiatives affecting the function. Supports pre‐contract and business development efforts as required, serving as expert technical consultant. Provides technical consultation to QIC and management as needed.
  • Responsible for the quality and progress of the recruitment function, ensuring that all standards requirements are satisfied. Works closely with XDS Directors to resolve any existing or forecasted problems related to discipline staffing, quality of work, schedule performance or productivity.
  • Actively participates in and promotes the Quality Improvement Programs. Audits projects to ensure compliance with ISO 9001 and NQA1 requirements.
  • Ensures compliance with all laws and regulations applicable to the assigned disciplines. Ensures compliance with corporate policies.
  • Keeps abreast of current technology germane to the People department. Participates in professional organizations; makes presentations at meetings and seminars (internal and external). Supports Professional licensing, technical papers in professional publications and supports Accreditations.

What Required Skills You'll Bring:

  • 4year degree and 15+ years of related work experience, including managerial experience of support personnel.
  • Professional registration with active professional membership, MBA or related MSc degree is desirable.
  • Requires extensive knowledge of People best practices, processes and current trends, with expert level knowledge and experience within recruitment.
  • Strong working knowledge of ISO Quality Management Systems Standards. Experience of managing large volumes of sensitive data is essential, as is an understanding of employment law and requirements in the region.
  • Proficiency in analyzing situations in business terms, i.e. ROI, cost per unit, etc. is also desirable for role.

  • Proven ability to manage support personnel, the ability to drive excellence in field of expertise, focusing on safety, quality and improvement of processes, mentoring, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required.
  • Must also demonstrate the ability to effectively execute and manage complex tasks.
  • Must also possess a thorough knowledge of current technology and the capabilities and efficiencies of specific subdiscipline software systems.
  • Must be capable of conducting focused briefings to all levels of management. This includes effective problem solving and exercising excellent judgment regarding timing and senior management involvement in significant issues.
  • Ability to network across departments and key external stakeholders.
