Job Purpose

The Talent Acquisition Specialist focuses on the attraction and acquisition of Managerial and Leadership roles in IsDB, including Director General, Director, Manager, and Associate Manager roles as per the approved recruitment plans. The role aims to satisfy IsDB's Managerial and Leadership needs.

The Talent Acquisition Senior Specialist is mandated to:

  1. Execute the entire cycle of the Recruitment Process (Requisition-to-Joining) by proactively searching and sourcing suitable candidates, managing Headhunting and Executive Search activities, arranging Leadership Assessments and Selection Interviews, issuing job offers, and carrying out Pre-Joining and Post-Joining On-Boarding activities.
  2. Prepare Talent Market Research insights, Outreach and Benchmarking activities, and periodic Recruitment Analytics and Metrics.
  3. Participate in the development of the Talent Acquisition strategy and associated programs, including evaluation and selection of Headhunting and Executive Search firms, Leadership Assessments methodologies, candidates sourcing channels, and employer branding activities.
  4. Review and assess the services provided by third-party contracts and submit evaluation reports and recommendations.
  5. Conduct Digitization, Quality Assurance, and Information Reliability and Governance projects.
  6. Enhance the utilization of recruitment channels (website, search and recruitment firms, social networks, etc.).
  7. Perform selection and deployment of modern personnel selection and recruitment tools (e.g., psychometric tests, behavioral fitness, business cases, technical and competencies-based interviews).
  8. Manage pre-selection processes, including screening of CVs and arranging interview calls.
  9. Consolidate leadership assessment reports and present final selection outcomes.
  10. Prepare offers, negotiate with selected candidates, and manage onboarding processes.
  11. Manage internal communications and relationships between internal business units involved in the new hires' joining process.
  12. Identify and recommend external service providers, like recruitment firms and assessment consultants.
  13. Work with IMDT to identify and recommend Talent Acquisition software/portals to improve efficiency in the sourcing and recruitment process.

Talent Acquisition Operations:

Policies and Procedures:

  1. Conduct policies and procedures reviews as per management instructions.
  2. Continuously seek improvements in sourcing strategies and objectives.
  3. Develop and review recruitment SLAs.
  4. Develop Headhunting and Leadership Assessment guidelines and procedures.

Knowledge Sharing:

  1. Transfer knowledge to Talent Acquisition Specialists/Officers through coaching and on-job training.
  2. Keep abreast of best practices in Talent Acquisition and recommend improvements.
  3. Educate relevant staff on Talent Acquisition trends and IsDB policies.

Reporting and Communication:

  1. Provide recruitment internal insights and external insights (market research and benchmarking reports).
  2. Provide timely reports on Talent Acquisition status and recruitment SLAs.
  3. Manage internal and external communications for effective coordination related to Talent Acquisition.
  4. Prepare periodical reports on recruitment progress and future plans.

Academic and Professional Qualifications

  1. Bachelor's degree in Human Resources, Organizational Behavior, Business Administration, or related field.
  2. Certifications from HRCI / SHRM / CIPD are advantageous.
  3. Master's degree in Human Resources, Organizational Behavior, Business Administration, or related field is a plus.
  4. Minimum 8 years of relevant experience in Talent Acquisition, Sourcing, and Recruiting, preferably in a multilateral development bank, IFI, or global organization.

Skills & Necessary Knowledge

  1. Excellent knowledge of local, regional, and global recruitment trends.
  2. Knowledge of Job Analysis, Job Designing, and Job Descriptions development.
  3. High level of confidentiality and attention to detail.
  4. Advanced presentation and interviewing skills.
  5. Advanced data-analysis and MS Office skills.
  6. Hands-on experience in HR Module and Recruitment Software.
  7. Business acumen and analytical thinking.
  8. Advanced planning and organizing skills.
