JOB PURPOSE:

  • To conduct and perform an efficient procuring transaction in compliance with OOMCO's Procurement policy and approved processes to ensure lawful and cost-effective business operations.

JOB DIMENSIONS:

  • Facilitation and processing of procuring activity involving domestic and international markets.
  • High value transactions with serious cost impact on the intended activity and eventually on company return on investment.

KEY ACCOUNTABILITIES:

  • Implement and strictly adhere to the company's procurement policy and ensure high confidentiality in managing and controlling an efficient, transparent, and fair tendering process.
  • Co-handle complex projects with related users and ensure well-defined procuring SOW and related requirements, with clear strategic sourcing and contracting plan.
  • Lead major procuring decisions by involving all related parties in the discussion and ensure feedback and compliance checks are always implemented and shared with related parties to avoid misconduct and ensure efficient management of the procuring transaction.
  • Involve in periodic technical visits to suppliers' production units to gain technical updates about the purchased materials, equipment, and services and the correct execution of the contracts.
  • Participate in major and long-term contract negotiations for materials and equipment required by OOMCO to ensure they meet specifications and are delivered on time and at the most favorable prices.
  • Provide effective buying services to internal customers in compliance with OOMCO's procurement policy and procedures by ensuring quality, cost, and timely service are provided at all times.
  • Close the assigned PRs in line with the proposed SLAs.
  • Plan improved savings by conducting professional and effective negotiations with suppliers, adopting different procuring tactics and variables to gain the best alternatives to scope changes and costs.
  • Ensure well-defined and effective negotiation of all procurement transaction conditions such as timing of supply, logistics aspects, and quality of materials/services demanded beside the cost of the supply.
  • Ensure a clear scope of work and requirements definition ahead of floating requirements to the market by engaging and involving the requested department.
  • Comply and ensure full compliance with OOMCO's Health, Safety & Environment (HSEQ) roles.
  • Evaluate and comprehend the supplier's facilities, capabilities, and production processes before awarding.
  • Ensure and develop an optimal sourcing list of vendors for each intended procuring activity that aligns with OOMCO's policy.
  • Build and maintain professional and business relationships with all suppliers to support attaining and securing cost-efficient services and products for the company.
  • Ensure professional and ethical procuring conduct at all times and ensure full compliance with OOMCO's procurement policy.
  • Review and recommend best practices on overall procurement matters and procedures as required to support optimized procuring operations.
  • Ensure availability of auditable procurement documentation for all performed transactions.
  • Responsible for ensuring effective and efficient processing of the procuring transaction from the initial scope of work up to the final awarding and contract signing. Ensure all procurement transactions conducted are as per the agreed time frame and service level defined by the department to its customers.
  • Execute vendor performance evaluation with the user department and ensure evaluation is part of the contract renewal process. In addition, ensure feedback is shared with the concerned supplier for improvement.
  • Ensure proper execution of the filing and documentation of all procurement transactions to make them ready for any audit.
  • Close the open POs on a quarterly basis and follow up with all departments to assure proper monitoring of the projects.
  • Conduct and coordinate vendor assessment & evaluation along with country manager/department head and other involved users to have a ready vendor list.
  • Handle vendor registration and prequalification in consultation with the head of the department and other related department heads.
  • Coordinate and ensure all POs and deliverables are completed as per the requirements with the related department to monitor the project's performance.

QUALIFICATIONS & EXPERIENCE:

Qualification:

  • Bachelor's Degree in Operation Management / Supply Chain or other relevant fields.
  • Professional qualification in purchasing is an added advantage.

Experience:

  • Minimum of 4 years of experience.
