The ITO (Inquiry-To-Order) Sourcing Leader will be acting as an owner of the sourcing activities for assigned Heavy Duty Gas Turbine Services Projects (CM&U - Conversion Modifications & Upgrades Complex and Extended Scope) during tendering phase as well as extending support to subregion OTR (Order to Remittance) leaders as required in the region.

This role will focus on Heavy Duty Gas Turbines, Steam Turbines, Generator, Boiler & BoP scope of major Conversion, Modification & Upgrade (CM&U) as well as Parts Fulfillment scope in Power Generation Industry. The person will demonstrate leadership in driving sourcing processes to meet customer needs.

**Roles and Responsibilities**
- Demonstrate ownership in driving ITO (Inquiry-To-Order) sourcing process in HDGT- Heavy Duty Gas Turbine services business working with cross functional team to meet customer requirements for CM&U - Conversion Modifications & Upgrades projects.
- Achieve lowest possible cost for Parts, Engineered Materials, Services, and EPC scope balanced against optimum quality and schedule needs of the projects in the region.
- Responsible to solicit and evaluate proposals employing appropriate negotiation strategies, cost and price analysis techniques.
- Develop a supplier management relationship program with key suppliers including metrics, KPI’s and improvement initiatives.
- Implement MSA’s/contracts with strategic partners when beneficial by working with cross-functional stakeholders and suppliers to reach agreement on contract terms and conditions.
- Partner with PES - Project Managers to ensure externally sourced scope is purchased at the best price, and quality and that it ships on time to meet required need dates.
- Sourcing representative with the proposal team during Inquiry-To-Order phase (R1-R3) to ensure compliant and competitive proposals with the appropriate project budgets. Ensure sourcing inputs to the proposal are accurate and cover full scope of supply.
- Responsible for supplier selection, preparation of request for quotations using existing ERP & digital tools to process RFQ’s related to fulfillment of Parts, EPC scope and manage communications with Sales, Engineering, Project Manager and Suppliers to understand project scope requirements.
- Analyze industry trends and evolving technology to proactively identify supply base issues to minimize risk, protect continuity of supply, and utilize emerging opportunities.
- Prepare bidders lists and work with suppliers for bid clarifications and kick-off meetings.
- Solicit and evaluate proposals employing appropriate negotiation, cost and price analysis techniques.
- Responsible for leading negotiation of contracts (purchasing agreement and contract of works) for external sourcing of services and materials of complex project scopes using expertise from supporting organizations like contracts, legal and insurance teams. Ensure appropriate business approvals are obtained as per DOA prior to final contract negotiations following applicable company and regulations.
