Your Opportunity
We are currently bidding for a prestigious new project in Riyadh, Saudi Arabia and we are looking for an Estimator who will support the Estimation & Measurement Manager tasked with advising on operational costs, estimations, budget planning as well as not limited to cost consulting and control.

The purpose of the project under this contract is to provide consulting and management support to a Ministry in KSA with the necessary tools to manage and maintain assets and facilities, through improving activities to meet service requirements, developing business strategies that ensure reducing costs of the life cycle of assets, and improving practices to increase efficiency and effectiveness. It includes but not limited to long-term management of assets, facilities, resources and services to improve performance, reduce costs and manage the life cycle. In brief, the scope is for the provision of consulting, technical, management and administrative support for facilities and asset management works.

The Ministry is in the process of developing and executing a transformation program. This program involves transitioning from the management of operations and maintenance contracts to the management of contracts related to assets and facilities. The Ministry’ primary objective is to achieve maximum value and benefit for the life cycle of assets and facilities within their estate.

Key Accountabilities
Support in preparing Cost estimates and allocation tables
Support in cost estimation reports, including cost estimates in the context of contractor claims and prices
Support in providing initial advice and preparing the framework in the context of value engineering opportunities
Support in providing initial cost analysis information for estimating purposes
Support in developing and setting standards for how to calculate the estimated cost, numbers of workers, quantities of consumables, spare parts, and detailed elements of operational contracts, and supporting the first party to transform to performance-based contracts for operation and maintenance contracts.
Support in establishment of the estimated prices for each client request
Support in recording and tracks the action and produces estimates to assess impacts in terms of cost, and monitors the implementation of the approved changes by the on-site consultants and contractors
Support in estimating the cost of completing the outstanding services or works and submit a recommendation for the value, which will be deducted from the fees of the defaulting consultant or contractor
Support in the process of estimating project costs, including materials, labor, and overhead.
Specific Requirements
Bachelor’s Degree in relevant field is mandatory
Minimum 7 years of related experience
Practical experience in the Kingdom of Saudi Arabia.
Experience in quality services and studies.
Public sector experience.
Experience in measurement and estimation. In-depth knowledge of estimation/cost planning methods, concepts, and tools.
Exceptional analytical and problem-solving skills.
Excellent communication and presentation skills.
Ability to interpret and analyze large volumes of data in a concise and accurate manner.
In-depth knowledge of financial and costing reports
