Estimation Manager manage the estimation function and develops standards, procedures, tools, and methodologies to produce cost estimate for general maintenance works including MOC projects, shutdown /turnaround, site support services and scaffolding works based on work scope, specifications, and proposal or contract requirement. Establishes processes to perform analysis of project requirements, plans, and specifications to identify material ,equipment, and service requirements.
- Being an estimation Manager you have to incorporates benchmark data ,trends, and historical pricing to generate detailed cost estimates that consist of itemized lists of expenses, labour hours, material quantities, and potential cost variations. Implements a workflow and system for scheduling and processing estimate requests and communicating with various stakeholders within the organization. Identify the risks and establish project risks mitigation plan. Additionally, Should have the capability to manage subordinate staff in the day-to-day performance of their jobs. Ensures that various business units millstones/goals are met and adhering to approved budget.

**Responsibilities**:

- Leading and overseeing the estimating team and providing technical solutions and advice

Predicting and planning the costs for various project.
- Ensuring the accuracy and timeliness of the estimates and cost planning.
- Prepares accurate pricing of estimates with the proper level of detail, including labor, material, and subcontract items.
- Soliciting, reviewing, and evaluating bids from suppliers, vendors, or contractors.
- Coordinating with other departments and managers to ensure project requirements, schedules, and budgets are met.
- Must have the ability to create estimates as self-perform to compare with subcontractor pricing.
- Researches and reviews Tender or Bid documents and analyzes specifications to determine estimated costs.
- Critically analyzes bid documents and understands risk and opportunities and articulates those to management.
- Prepares quantity take-offs and estimates costs of materials, labor, and use of equipment required to fulfill all provisions of the contract.
- Solicits sub-contractor’s bids and material supplier quotations and determines acceptable bids by comparing to self-perform estimates.
- Collects historical cost data to estimate costs.
- Assesses cost effectiveness of projects or services, tracking actual costs relative to bids as the project develops maintaining the project cost history.
- Manages and tracks multiple bids at once.
- Prepares and presents estimates to management.
- Recommends and incorporates cost-reduction options for more competitive bids.
- Attends project site pre-bid meetings, site tours, and post-bid meetings as required.
- Prepares and maintains a directory of suppliers, contractors and subcontractors.
- Keeps current on market conditions and construction / industrial services industry trends.
- Manages, supports, and assists with the training of the estimating staff.
- Assigns responsibilities for the estimating team on each Bid.
- Reviews Tender documents and specifications and coordinates with the team to confirm complete scope.
- Identifies and evaluates all the technical issues that are related to Bid Package.
- Oversees the soliciting of vital information for cost estimates to efficiently deliver optimized services.
- Ensures Bid Estimations are maintained and documented.
- Ensures that a quality submission is included along with an estimated price when bidding for new work.
- Assessing material, labor, and equipment that are required, and also analyzing various quotes from different subcontractors and suppliers at negotiated rates to win competitive contracts while keeping a close eye on profit margins.
- Critically analyzes bid documents and understands opportunities and risk and their order of magnitude and articulates those to management
- Oversees the project cost history and historical data utilized to estimate costs
- Keeps current on market conditions, construction industry and the industrial services industry trends and disseminates information to team.
- To work closely with the business development, sales, procurement & operations to ensure accuracy and feasibility of estimates.
- Understand the Localization and IKTIVA requirement.

**Qualifications / Requirements**:

- Bachelor Degree in Mechanical Engineering with minimum of 15 years’ of Estimation / Industry Experience working in the position of Estimation Manager, out of which minimum 10 Years experience (Gulf Preferably KSA) in the field of Estimation for Oil & Gas, Petrochemicals / refinery units is a must.
- **Excellent Technical knowledge in Maintenance projects driven by work experience in Oil & Gas, petrochemical process plants / Refineries.**:
