Job Description:

Parsons Oman is seeking an experienced Operations and Maintenance Director to lead our Infrastructure Operations and Maintenance portfolio. In this role, you will be responsible for managing a large-scale infrastructure operations and maintenance contract, ensuring compliance with management systems, and developing strong relationships with clients.

Key Responsibilities:

  1. Lead workshops and meetings with clients to ensure compliance with management systems and develop integrated teams.
  2. Provide cost management in line with client budgets and ensure the development of innovation and mentoring for the project.
  3. Lead and manage the O&M Contract, planning, organizing, developing, and controlling activities to achieve integrated service objectives.
  4. Lead, mentor, and develop a team to ensure operational tasks are delivered on time, within scope, and budget.
  5. Monitor all work in progress to ensure quality and deliverables are maintained.
  6. Oversee the development and implementation of staffing to meet key objectives.
  7. Identify key employees and candidates and plan for their long-term development.
  8. Be the main point of contact for the Contract and maintain relationships with key stakeholders, customers, and suppliers.
  9. Manage and mentor the team, measuring performance and providing guidance to the client on a daily basis.
  10. Work closely with Project Directors and technical teams to deliver high-performance KPIs and maintain a positive relationship with the client.
  11. Be responsible for budgeting, forecasting, and reporting of all operational activities.
  12. Establish and implement strategies to drive efficiencies within the Contract.

Requirements:

  1. Degree and Master's in an Engineering discipline.
  2. Fluent in English (excellent written and verbal) is a specific requirement for this role.
  3. 25+ years of experience managing Operations and Maintenance Infrastructure, including highways and drainage asset management, ITS, customer liaison, and enabling projects.
  4. Must meet Parsons' project management certification requirements.
  5. Proven ability to perform in a management capacity.
  6. Excellent written and oral communications skills, and a thorough knowledge of O&M Infrastructure practice and regulations are also required.
  7. Demonstrable experience in the GCC leading O&M Infrastructure Contracts.
  8. Experience in operational maintenance, network management, and the project management of multi-discipline schemes.

Desired Skills:

  1. Recognized qualification from the Institute of Asset Management.
  2. Knowledgeable of current technology and how it can be effectively utilized on the project.
  3. Management of the optimization of Opex and capital maintenance schemes.
