We are seeking a highly skilled Proposal Development Specialist to join our team at Foreground LLC in Al Khobar. This individual will play a pivotal role in developing comprehensive, competitive, and high-quality proposals that meet client specifications and align with organizational goals.

Job Summary

As a Proposal Development Specialist, you will be responsible for preparing tender documents, conducting thorough analyses, and providing technical leadership to ensure timely and accurate deliverables.

Main Responsibilities:
  • Tender and Proposal Development: Conduct thorough analyses of tender documents, specifications, drawings, soil investigation reports, and design criteria to create accurate proposals.
  • Prepare baseline budgets: Develop detailed cash flow plans, material/manpower schedules, and baseline project schedules.
  • Ensure compliance: Verify that all required technical documents, such as BOQs, method statements, QCPs, and ITPs, are accurate and comprehensive.
Technical Leadership:
  • Lead a team: Provide guidance and mentorship to a team of engineers, quantity surveyors, and draftsmen to ensure timely, high-quality deliverables.
  • Maintain accuracy: Ensure that all work is completed accurately and efficiently while maintaining compliance with client requirements.
  • Incorporate site observations: Use real-world project needs to inform proposal strategies.
Client and Stakeholder Coordination:
  • Communicate effectively: Resolve ambiguities in tender requirements through clear communication with clients.
  • Collaborate with stakeholders: Work with design teams, subcontractors, and other stakeholders to ensure seamless proposal preparation.
  • Build relationships: Foster trust and alignment with project goals by building and maintaining professional relationships.
Estimation and Analysis:
  • Conduct precise estimations: Prepare detailed quantity estimations, BOQ preparation, and rate analysis to support competitive proposals.
  • Mitigate risks: Identify and mitigate potential risks during the proposal preparation phase.
  • Improve processes: Continuously improve cost estimation, document preparation, and strategy development processes.
Compliance and Quality Assurance:
  • Ensure industry standards: Verify that all proposal components adhere to industry standards, client specifications, and technical requirements.
  • Deliver high-quality proposals: Present methodical and structured proposals that align with organizational goals and market competitiveness.
Requirements:
  • Strong expertise: Proven experience in tender document analysis, quantity estimation, and BOQ preparation.
  • Leadership skills: Demonstrated ability to lead and manage a high-performing team.
  • Effective communication: Strong communication and problem-solving skills to address ambiguities and risks.
  • Industry knowledge: Knowledge of industry standards, client specifications, and project management principles.
  • Language proficiency: Fluent in English; Arabic is an asset.
