Job Purpose
- Lead and direct the organizational units related to international cultural relations by developing international cultural relationships strengthening cultural cooperation with relevant stakeholders at regional and international levels activating international cultural exchanges and developing programs that support the promotion of Saudi cultural products and create opportunities for Saudi talents and institutions to showcase cultural products and industries globally.
Key Responsibilities
Leadership / Supervisory Responsibilities
- Develop objectives policies initiatives and operational plans for the General
- Administration in alignment with the overall strategic plan and determine key goals and indicators for the affiliated organizational units ensuring their continuous measurement and monitoring.
- Contribute to achieving the General Administrations primary goals and direct the affiliated organizational units towards achieving their objectives while improving the quality accuracy and effectiveness of the services they provide.
- Assess determine and ensure the availability of all necessary resources materials and technologies required for the General Administration to carry out its daily operations efficiently and optimally.
- Participate in defining the estimated budget for the General Administration in coordination with relevant units and oversee the monitoring of expenses and procurement.
- Identify the General Administrations needs for talents and recommend HRrelated decisions such as rewards appointments promotions and transfers of employees to the direct supervisor.
- Monitor and evaluate the performance of employees identify training needs recommend necessary training programs and track the effectiveness and results of these programs.
- Provide recommendations for improving workflows and procedures in the General Administration and ensure that all policies procedures and work systems are documented and adhered to.
- Ensure effective communication channels exist within the General Administrations organizational units and that all employees are wellinformed about workrelated updates and decisions.
Main Responsibilities
- Comply with internal policies and regulations related to cybersecurity.
- Perform any other tasks as assigned by the direct supervisor as required by work needs.
- Build and strengthen collaboration with international stakeholders in other countries major cultural product distributors and international organizations responsible for cultural promotion and exchange.
- Ensure the Ministry and its affiliated bodies are prepared to represent Saudi Arabia in the cultural sector during royal visits to foreign countries to strengthen international partnerships.
- Contribute to the development of the international relations strategy in coordination with relevant organizational units and oversee research diagnosis and understanding of cultural and artistic sectors in potential partner countries.
- Establish a foundation for cultural cooperation by concluding cultural agreements and partnerships with other countries ensuring that the cultural sector benefits from international relations in developing the cultural sector in Saudi Arabia and enhancing existing cultural competencies.
- Oversee the execution of bilateral cultural agreements between the Ministry and regional and foreign department and monitor the development of executive programs for these agreements.
- Activate cultural exchanges that enhance international partnerships and develop skills in various cultural subsectors in coordination with relevant bodies.
- Supervise the management of international cultural events and exhibitions ensuring their successful execution.
- Recommend participation in regional and international cultural committees and organizations oversee joint initiatives and projects and monitor their implementation.
- Ensure the activation of regional and international cultural cooperation through partnerships with external organizations and oversee the preparation of reports and responses required by these organizations.
- Manage agreements memoranda of understanding and executive programs for cultural cooperation with government and international organizations and oversee the approval and implementation procedures.
- Monitor Saudi Arabias commitments under international agreements and obligations towards international committees and organizations such as financial contributions and various forms of support.
- Supervise strategic partnerships by overseeing joint projects and initiatives that support the development of the Saudi cultural sector.
Qualifications and Requirements
Education Level: Bachelors Degree
Minimum Years of Experience: 10 years in total including 5 years in a supervisory role.

المهام والمسؤوليات
المهام القيادية / الإشرافية
- وضع الأهداف والسياسات والمبادرات والخطط التشغيلية الخاصة بالإدارة العامة بالتوافق مع الخطة الاستراتيجية للوزارة ككل والقيام بتحديد الأهداف الرئيسية ومؤشراتها للوحدات التنظيمية التابعة والعمل على قياسها ومتابعتها باستمرار.
- المساهمة في تحقيق الأهداف الرئيسية للإدارة العامة وتوجيه الوحدات التنظيمية التابعة نحو تحقيق أهدافها وتحسين مستوى الخدمات التي تقدمها من حيث الجودة والدقة والفاعلية.
- القيام بتقدير وتحديد وضمان توفر جميع الموارد والمواد والتقنيات اللازمة لقيام الإدارة العامة بجميع مهامها وعملياتها اليومية وضمان الاستخدام الأمثل والفعال لها.
- المساهمة في تحديد الموازنة التقديرية للإدارة العامة وذلك بالتنسيق مع الوحدات التنظيمية المعنية والعمل على مراقبة مصروفات ومشتريات الإدارة العامة.
- تحديد احتياجات الإدارة العامة من الكفاءات والمواهب والتوصية للرئيس المباشر فيما يتعلق بقرارات الموارد البشرية كالمكافآت والتعيينات والترقيات والتنقلات لموظفي الإدارة العامة.
- مراقبة ومتابعة أداء موظفي الإدارة العامة وتقييم أدائهم وتحديد احتياجاتهم التدريبية والتوصية بالخطط التدريبية اللازمة والمشاركة في مراقبة فعالية ونتائج هذه الدورات.
- تقديم المقترحات المتعلقة بتطوير سير العمل والإجراءات المتبعة في الإدارة العامة وضمان توثيق جميع سياسات وإجراءات وأنظمة العمل المتبعة والتقيّد بها.
- ضمان وجود قنوات اتصال فعالة ضمن الوحدات التنظيمية التابعة للإدارة العامة والتواصل معها حول آخر المستجدات والقرارات المتخذة والتأكد من توفر جميع المعلومات المتعلقة بالعمل لجميع موظفي الإدارة العامة بشكل دائم.
المهام الرئيسية
- الالتزام باللوائح والسياسات الداخلية المتعلقة بالأمن السيبراني
- القيام بأية مهام أخرى متعلقة وفق ما تقتضيه حاجة العمل وبتكليف من الرئيس المباشر
- إدارة وتوثيق العمليات وسياسات اجراءات العمل الخاصة بإدارة البحوث والدراسات وإدارة التعاملات مع اقتراحات التحسين المستمرة.
- إدارة ومتابعة سير الأعمال ومستوى الإنجاز على كافة عمليات إدارة البحوث والدراسات وإدارة التعاملات مع التأكد من المطابقة لاتفاقية مستوى الخدمة.
- إعداد التقارير الدورية عن سير الأعمال التشغيلية لإدارة البحوث والدراسات وإدارة التعاملات وإنجازاتهـــا مع رفع الملاحظات والتوصيات والتواصل مع الإدارات أو الجهات المعنية.
- اقتراح التحسينات المستمرة لرفع الكفاءة التشغيلية لإدارة البحوث والدراسات وغدارة التعاملات بما في ذلك مراقبة تنفيذ أنشطة التحسين المستمرة.
- وضع ومراقبة تنفيذ خطط مبادرات إدارة البحوث والدراسات و إدارة التعاملات وذلك بعد التنسيق مع الجهات ذات العلاقة مع إعداد التقارير الدورية الخاصة بها.
- وضع ومراقبة تنفيذ خطط اقتراحات التدريب والتطوير لجميع موظفي إدارة البحوث والدراسات وذلك بالتنسيق مع الجهات المعنية.
- إدارة مشاريع إدارة البحوث والدراسات ومراقبة تنفيذ أي طلبات تغير وذلك بعد تقييم تأثيرها على النطاق والميزانية والجدول الزمني.
- إجراء البحوث والدراسات القانونية بما يتماشى مع أولويات الشؤون القانونية
- الاستجابة لطلبات البحوث القانونية من الإدارات المختلفة والهيئات التابعة للوزارة
- الرد على الاستفسارات والاستشارات القانونية الواردة من مختلف الإدارات والهيئات التابعة للوزارة
- تقديم المدخلات والتفسير والاستشارات بشأن المسائل القانونية التي تؤثر على عمليات الوزارة والهيئات التابعة لها
- تقديم الاستشارات لإدارات الوزارة وأصحاب المصلحة الداخليين الآخرين بشأن المسائل التنظيمية المتعلقة بالعمليات والشراكات والاتفاقيات وفرص تطوير الأعمال الجديدة وغيرها من الأمور التي تضمن الامتثال للأنظمة واللوائح
- تنسيق الشؤون القانونية الخارجية للوزارة مثل تسجيل وحماية العلامات التجارية التابعة للوزارة، والملكية الفكرية، وما إلى ذلك
- مراجعة وتعديل الشروط المتعلقة بالاتفاقيات المحلية والدولية، وتقديم الاستشارات في هذا السياق
- مراجعة جميع طلبات تقديم العروض ذات الصلة بالوزارة، وتقديم الاستشارات في هذا السياق
- تقييم الآثار المترتبة على العقود ومخاطرها، وإبلاغها لأصحاب المصلحة ذوي الصلة قبل التوقيع
- مراجعة ترجمات المراسلات القانونية للوزارة التي تتطلب مراجعة قانونية
- تقديم المدخلات الاستشارية لصياغة اللوائح الإدارية والمالية للهيئات القطاعية
