The Procurement Manager is responsible for preparing the procurement plan for the project, the procedures and evaluation criteria for the selection of the best vendor in regard to technical and commercial proposals. The procurement manager needs to be a hands-on person that will prepare the packages (drawings, specs, BOQ, etc.) and then handle the Bid Bulletins and PTC. The position is primarily focused on satisfying the requirements of the project and generally deals with anything related to the ordering of materials, services, and supplies for the company. Ensure that the procurement team works integrated with the other departments. - Track the procurement process for the project and keep the trackers up to date. - Develop and execute the Project Procurement Plan - Act as the senior point of contact for procurement activities, including owning, maintaining, and updating the Procurement Schedules and Status Report. - Track and report key functional metrics to reduce expenses and improve effectiveness. - Negotiate with external vendors to secure advantageous terms. - Identify the project's procurement needs through consultation with the engineering, projects, and construction team. - Develop, own, and maintain a supply chain network. Ensure suppliers are accredited on the Supplier Database and aligned with the company's Ethics Code of Conduct. - Develop and successfully run the Procurement Project Team, including personnel, planning, approvals, policies, procedures, compliance, and reporting. - Oversee all Supply Chain Function disciplines, including procurement, subcontracts, expediting, quality control/inspection, and materials management and logistics. - Ensure compliance with corporate and client requirements and relevant international and domestic laws. - Liaise with other project functions, planning, commercial, including engineering, to ensure all Tender queries are resolved to meet Required On-site dates. - Support QA with supply chain evaluations. - Provide the primary interface with various stakeholders and client legal and contract groups to finalize contract documents. - Perform risk management for supply contracts and agreements. - Present on a weekly basis to the client the procurement status. - Track the containers of the different subcontractors/suppliers to ensure that materials arrive on site at the correct time. **Skills and Competencies**: - Knows the Saudi market. - Skilled in negotiations and networking. - Strong leadership and teamwork capabilities. - Excellent interpersonal skills and teamwork. - Outstanding time management skills with excellent communication skills. - Aptitude in decision-making and working with numbers. - Knowledge of sourcing and procurement techniques, as well as ability in "reading" the market. - Solutions-focused with the ability to work in a high-stress, high-dependency environment, managing people, risks, and opportunities. - Fulfilled roles involving procurement governance, assurance, and controls activities. - Good written/reporting and verbal English communication skills. Knowledge of any additional language is an advantage. - Computer literacy in basic software packages, e.g., extensive use of Microsoft Office Excel and ARIBA. **Qualifications** - Holds a bachelor’s degree in Architecture, MEP or Civil Engineering. - 15 years of post-graduate experience, with at least 5 years of Middle East experience as a Procurement Manager in construction industry, preferably with Main Contractor. - In-depth experience in procurement processes and procedures, from supplier identification to pre-contract negotiations, order placement to expediting. - Experience in controlling project budgets. - Extensive experience in using purchasing systems. - Possess extensive experience in engineering, construction, and projects. **Additional Information** We believe our employees are key to our success, hence, we offer an inspiring working environment where our people feel rewarded & engaged.
