LHR Americas recruit people from around the world to work in Saudi Arabia. **Who are we looking for?***: We are looking for a Senior Cost Estimator to prepare multi-discipline conceptual, detailed and definitive cost estimates for MEGA & Site Projects in accordance with SABIC guidelines and procedures. To ensure cost estimates are accurate, complete and covers the defined scope of work for the Project. **Qualifications**: - Bachelors Degree in Engineering or >15 years specific estimating experience - 15 years estimating experience including experience devoted to petrochemical projects for Mega and Giga size Projects. Must be familiar with construction practices, materials and process equipment - Be able to describe the importance of historical data and databases to cost estimating - Ensuring work of estimating team is accurate and well presented in accordance with Company policies and procedures. - Preparation of the overall or individual discipline cost estimate and summaries, as defined in the estimate plan. - Be able to prepare of detailed estimate reports and basis of estimate write-ups and describe the typical content of estimate basis documentation. - Understanding of the functions of all estimating software systems. **Duties and responsibilities** ***: - Engaged in development, updating and propagation of Project Execution Instructions (PEI) to cover Cost Estimation requirement. - Evaluate cost & budget related waiver and clarification requests from Mega & Site project teams Participate and lead the Cost Estimation deliverables at FEED, Detail Design, Construction phases of all Mega & Site Projects in line with SABIC requirements and established PEIs across multiple projects - Participate in development, updating and propagation of procedure/ work instruction related to Cost estimation for Class-I to Class-IV, Contingency, Escalation, owner’s cost, equipment pricing and allowances. - Participate in Establishing & maintaining the automated cost data base & benchmarks. - Work & participate in achieving Cost estimation Key Performance Indicators(KPIs) - Research, develop & update of Cost Estimation standard norms for projects like owner cost, PMT Cost, Direct & Indirect Cost and Engineering Services. - Participate in developing standard norms & practices for controlling the PMT cost over all Mega projects - Participate in developing standard norms & practices for controlling the Owner cost over all Mega projects - Conduct biddings review cycle & clarification with all bidders in the area of cost engineering for all Mega projects - Evaluate related cost estimation exceptions arise during technical bid evaluations. - Preparation of all classes ( Class-I, Class-II, Class-III & Class-IV) of cost estimates, change orders review & cost studies, Ensuring work is accurate and well presented in accordance with Company policies and procedures. - Estimate the project scope based on deliverables provided by the project team e.g. P&ID, IFC. Obtain supporting cost information from internal or external reference or vendor sources. Benchmark with other projects and historical information. - review the estimate with the project team, peers, and management, including analysis of costs, against relevant benchmarks. Make any changes that result from review comments. - Estimate and validate Contingency and Risk through risk assessment and analysis, range estimating, or similar practices. - Co-ordination of risk assessment activities, including preparation of Monte-Carlo type spreadsheet simulations (if applicable). - Review & evaluate all Projects proposed changes & Purchase Requests (PR) release. Review, validate and/or prepare MTO's/BoQ for the Project Review and approve Prelims of Contractors when applicable Management Interface - Review Cost Estimation Works with Manager, Cost Engineering & senior Management when Required. - Pre
