The Job Opportunity

Subject to contract award, Serco Saudi Arabia (SSA) will be acting as a managing agent that is responsible for a project that will act and serve as a luxurious tourist destination. SSA’s role as a managing agent and master operator will be to manage the service operators of the following transport modes:

- Air (Private Planes & Helicopter, etc.)
- Sea (Marine fleet & water taxis, sea freight etc.)
- Land - Road (cycle, cars, buggy, buses etc.)
- Land
- Logistics (vans, staff buses etc.)

Key accountabilities

Project finance; development of plans and budgets.
Development of robust project plans and programs;
Contract Management of selected Service Operators for land, air and sea transport modes.
Development of a knowledge transfer plan.
Development of a complete set of Policies, Procedures, Processes, Forms and Templates including any interface processes according to client requirements.
Stakeholder management;(internal and external)
Delivery of stated project scope to required delivery date and agreed finances;
Management and direction of project supply chain (internal and external);
Publication of accurate daily, weekly, monthly Project reports with suitable project metrics showing cost, progress, RAG status, key milestones;
Transparency in project status.
Ensure that the Strategy and plans are fully communicated to appropriate audiences, and liaise with Senior Managers across.
Coordinate and report on all the activity to achieve and deliver plans and strategy while working closely with all stakeholders.
Drive initiatives in the management team and organizationally that contribute to long-term.
Operational excellence.
Set up Commercial Contracts Framework and oversee the implementation of procedures and processes.
Set and maintain productivity and quality standards.
Oversee the creation of commercial compliance standard operating procedures and the corresponding reporting requirements.
Establish robust and strong PMO to manage and support the client on the contract as well as manage selected land, sea and air operators.
Develop and implement Best Practice PMO tools.
Establish and monitor Key Performance Indicators.
Building, mentoring and managing PMO team for Contracts.
Develop methodology and manage projects and implement across the contract.
Enhance Performance Based Management reporting and drive improvements.
Liaise with external and internal stakeholders to ensure compliance with governance.
Overseeing and supporting the client in contract awards of individual operators and maintainers as well as their mobilisation and day to day operational performance.
Manage relationship with Service Operator delivering physical services to customers and staff using land, maritime and air services to support the achievement of a high performance, effective and responsive delivery of mobility services.
Monitor and report on each service operator in terms of performance & KPIs.
Develop processes with each Service Operator designed to continuously improve both customer experience and environmental impact.
Accountable relationship and liaise with the client as well as the client’s hotel operators for the effective and responsive delivery of mobility services.
Overall Management of the Service Operators on behalf of the client

Specific Requirements

Minimum 15 years general experience.
Minimum 10 years of practical experience of working in a complex project management environment.
5 years of general management experience within the Transportation industry.
Good understanding of the transport modes such as micro mobility modes (e-bikes, bikes, e-buggies, e-scooters, etc.), land modes (large cars, executive cars, buses, vans, etc.), air modes (helicopters and sea planes) and sea modes (commuter vessels for quests and staff, etc.)
Good Experience and understanding in the operations and maintenance of transport systems.
