The Tendering Lead is responsible of leading Proposal preparation process in accordance with Company Policies and Procedures by acting as focal point of contact for client and taking the ownership of Proposal development by coordinating with all personnel responsible to provide inputs in a timely fashion.


Responsibilities / Duties

  • Support Business Development Department in Prequalification and Solicitation of Interest stage by providing all required inputs.
  • Log all incoming inquires in Bid/No-Bid form and arrange for Bid/No-Bid meetings. Record all discussion and take further action based on the decision.
  • If the decision is to bid, log the proposal in Master File and in Customer Relationship Management (CRM) and keep these databases updated throughout proposal life cycle.
  • Act as focal point of contact with client for all official communication related to the Proposal.
  • Prepare ATP (Approval to Proceed) documentation if required for specific large opportunities.
  • Request for Legal review of Contractual Terms and Conditions if required and acquire Proposals Manager inputs for internal comments from Legal.
  • Coordinate with Department Managers for assignment of Discipline Estimators.
  • Arrange for Proposal Kickoff meeting through Proposals Coordinator and attend along with Proposals Manager and take meeting notes.
  • Coordinate with DEs to acquire inputs as per bidding schedule.
  • Coordinate with Subcontracting Department to acquire quotations for required subcontracts.
  • Acquire Technical Queries from Discipline Estimators (DEs) and communicate with client after review / approval of Proposals Manager / Pursuit Manager.
  • Arrange and attend Technical Challenge meeting with DEs and take meeting notes.
  • Review the commercial terms of RFP for any peculiar requirements and seeks advise from Proposals Manager.
  • Create Technical and Commercial Proposal writeups as per RFP requirements and acquire inputs as required.
  • Create Proposal attachments (Responsibility Matrix, Deliverables List, Manpower Histogram, S-Curves etc.)
  • Develop Proposal Cost Estimate utilizing custom tools available.
  • Develop appropriate tools where required.
  • Maintain all proposal documentation and bases in appropriate folders.
  • Track and update the status of submitted proposals.
  • Generate, obtain approval, and distribute overall proposal status reports.
  • Compile subcontracts pricing and other direct costs (travel, repro, office space etc.) to be considered in the Proposal.
  • Prepare Manhours and Cost Summaries for presentation in the Commercial review meeting.
  • Prepare ATS (Approval to Submit) documentation if required for specific large opportunities.
  • Arrange and attend Commercial Review / ATS meeting with Management and take actions as required.
  • Compile final proposal for submission to client.
  • Revise proposals, if required as result of clarification / negotiation meetings with client.
  • Upon award of the job, coordinate for review of PO, transfer of costing data to Project Controls and arrangement for Proposal handover (Network Folder, Checklist and Meeting)
  • Arrange for lessons learnt sessions for major opportunities when deemed required by the Management and collect inputs.

Required Qualifications / Experience

  • A minimum of 10 years' relevant experience in the oil & gas, petrochemical and Infrastructure industry, to include large projects.
  • B.Sc. Engineering Degree or equivalent.
  • Excellent verbal and written English communication skills.
  • Proficiency in the use of MS Office software suite, with advanced proficiency in the use of MS Excel .
  • Competent in the use of Proposal Preparation tools and techniques and the interpretation of obtained results. Knowledge of quality management systems.

HSSE and Quality Responsibilities

  • Take reasonable care of own health and safety and of others who may be affected.
  • Cooperate with WAH by following all relevant health and safety policies and practice safe work habits.
  • Report all injuries, incidents and near misses and proactively support our behavioural based observation system.
  • Not to misuse any equipment and report any damaged equipment.
  • Implement established procedures to ensure compliance to Quality and HSSE requirements.
  • Identify opportunities for improvement in Quality and HSSE and notify the relevant department. Maintain Risk register at defined period.
