The Project Management Office (PMO) Director is a senior leadership role responsible for establishing, operationalizing, and continuously enhancing the PMO to serve as the strategic bridge between the organization's corporate strategy and execution. The Director will design and implement the PMO's structure, governance, service catalog, and capabilities, ensuring it drives value realization, portfolio optimization, and investment prioritization to maximize ROI and deliver strategic outcomes.
Key Requirements:
- 14-20 years of experience in strategy execution, transformation management, PMO leadership, or enterprise portfolio management, strongly preferred in generic pharma industry.
- Proven track record in establishing and scaling Project Management Offices (PMOs), Enterprise PMO, or equivalent strategic execution function.
- Expertise in strategy-to-execution frameworks, portfolio management, benefits realization, and governance at an enterprise level.
- Deep experience in investment prioritization, capital allocation, and transformation governance, ensuring optimized ROI.
- Strong stakeholder engagement skills with a history of working closely with CEOs, CTOs, CFOs, Chief Strategy Officers, and executive leadership teams.
- Hands-on experience with large-scale transformation programs, particularly in complex and fast-evolving industries (government, semi-government, large corporates, or multinational organizations).
- Familiarity with global best practices such as PMI's PfMP, MSP, PMO-CP, Lean Portfolio Management, and Agile Transformation Offices.
Other Qualifications:
- Bachelor or master degree in Industrial Engineering, Business Administration, Strategy, Project Management, or a related field (preferred)
- Certifications in Portfolio/Program Management, such as PfMP, PgMP, PMP, PMO-CP, ACP are highly preferred.
- Strategic thinker with a results-driven mindset—capable of aligning transformation efforts with business outcomes.
- Strong executive presence and influence—able to engage and gain buy-in from senior leaders and stakeholders.
- Exceptional problem-solving and decision-making skills, particularly in ambiguous and complex environments.
- Change leadership expertise, with a deep understanding of organizational behavior and stakeholder dynamics.
- Hands-on and pragmatic approach, balancing strategic oversight with execution excellence.
- Candidate should reflect a balance between deep experience, executive maturity, and the ability to drive high-impact transformation initiatives.
Key Responsibilities:
- Define the PMO Service Catalogue, ensuring alignment with the organization's transformation and strategic execution needs.
- Develop the PMO Operating Model, integrating governance frameworks, decision-making structures, and engagement mechanisms with executive leadership and business units.
- Design and implement the PMO governance framework, ensuring structured oversight of transformation initiatives and alignment with corporate priorities.
- Assess and define the required team capacity, competencies, and capabilities necessary to establish a high-performing PMO.
- Lead the talent acquisition process, selecting and onboarding top-tier professionals to build a capable and agile PMO team.
- PMO Operations & Execution:
- Connect strategy to execution by translating strategic objectives into actionable initiatives, ensuring alignment across the organization.
- Establish and institutionalize portfolio management and value management practices, ensuring projects and initiatives contribute to strategic outcomes.
- Lead the development of investment prioritization frameworks, ensuring optimal allocation of resources and capital to maximize ROI.
- Oversee the deployment of benefits realization management, tracking and measuring transformation impact against strategic goals.
- Provide executive leadership with data-driven insights and reports, enabling informed decision-making on transformation initiatives and strategic investments.
- Act as the organization's transformation orchestrator, ensuring synergies across projects, programs, and portfolios to drive enterprise-wide impact.
- Stakeholder Engagement & Change Leadership:
- Serve as a trusted advisor to C-suite executives and board members, facilitating strategic discussions and decision-making.
- Engage and influence key stakeholders across business units to foster a transformation-driven culture.
- Champion change management and organizational readiness, ensuring smooth adoption of new processes, governance models, and execution frameworks.
- Foster a high-performance culture within the PMO, embedding best-in-class PMO, portfolio, and transformation management practices.
- Continuous Improvement & Maturity Growth:
- Establish PMO performance KPIs and governance metrics to track effectiveness and continuously enhance operations.
- Drive maturity in transformation governance and execution, ensuring alignment with global standards (e.g., PMI, P3O).
- Leverage technology, analytics, and AI-driven insights to optimize portfolio decision-making and execution agility.
- Develop and oversee capability-building initiatives to upskill the organization in transformation management.
