**Project Information**:
Saudi Arabian Military Industries (SAMI) is a national holding company owned 100% by the Public Investment Fund (PIF), a sovereign wealth fund owned by the Kingdom of Saudi Arabia (KSA). SAMI was established in May 2017 to develop the military industrial infrastructure necessary to help the Saudi Vision 2030 aim of localizing military spending to at least 50% by the end of the decade. It commenced operations in January 2018. SAMI is working with numerous Original Equipment Manufacturers (OEMs) and local contractors to establish the military industrial infrastructure across the Kingdom. It is organized into 5 Divisions: Aeronautics, Defense Electronics, Land Systems, Weapons & Missiles and Emerging Technologies; Naval interests are covered within the Weapons & Missiles portfolio. Bechtel was contracted in August 2020 to provide a Facility Management Team (FMT) to develop and implement a Facility Masterplan to help align SAMI's programs. This has led to the opportunity to provide a Project Management/Construction Management (PM/CM) team (approximately 90 strong) to manage the design and construction of a major military industrial facility near Riyadh over the next 3-4 years.

**Role Overview**:
**Responsibilities**:

- Help Building Information Modeling (BIM) practices and extract/prepare quantity takeoffs from the Model
- Review contract design drawings, material samples, mockups and specifications (including RFPs) for constructability and conformance to existing field conditions.
Participate in pre-award meetings, as appropriate.
- Attend post-award contract meetings, such as post-award kickoff meetings (PAK), preconstruction conferences, informal or formal partnering meetings, schedule acceptance meeting, design review meetings, and weekly progress meetings.
- Review and approve contractor's submittals for conformance with the requirements of the contract drawings and specifications. Review and approve shop drawings, samples of materials and components, catalog information, certificates of compliance and provide technical responses to Requests for Information (RFIs).
- Visit construction sites to monitor progress and resolve construction issues in a timely manner.
- Provide technical solutions to unforeseen problems that arise during the contract duration.
- Help the issuance of Requests for Proposal by assisting in finding needed changes and writing technical scopes of work.
- Prepare or coordinate the preparation of sketches and drawings in help of negotiations and issuance of modification
Evaluation and notification of any significant event or technical deficiency associated with subcontractor performance.
- Tactful and professional communications both orally and in writing to all levels of authority and stakeholders. Must be proactive and astute at obtaining decisive action from all affected parties, including the Construction Contractor, SAMI, and Designer of Record (DOR) team to overcome technical issues at all phases of a contract.
- Perform remote 3D Model design reviews with multiple design offices.
- Prepare and assess post award cost estimates.
- Perform technical analysis on contractor cost proposals.
- Coordination with Field Engineering and help quality monitoring of architectural activities at site if required.
- Provide technical guidance and knowledge transfer to young Saudi Engineers.
**Basic Qualifications**:
Grade 26: BS degree in Architecture, from an accredited university, with at least 9 years of relevant experience or in lieu of a degree 15 years of relevant professional experience.

Grade 27: BS degree in Architecture, from an accredited university, with at least 15 years of relevant experience or in lieu of a degree 19 years of relevant professional experience.

Registered Architect in the United States, UK or equivalent
