**POSITION OVERVIEW**:
Provides senior management and direction for Information and Communications Technology (ICT) services, solutions, and interface support for Cross-City Services (XCS) for Client, acting as the custodian for all best practice. The role critically provides management and leadership support for all sub-sets of ICT project management, delivery and operations, coordinating with the delivery teams senior leadership teams through the XDS Directors, interfacing with Client and reporting to the XCS Digital and Technology Director

**SPECIFIC RESPONSIBILITIES**:

- Provide technical and expert support in the design and preparation of particular actions and inclusive delivery of information and communications technology (ICT) within an organisation and make decisions about the ICT systems and infrastructures delivered and utilized.
- Provides technical and expert support to Client, XCS and Delivery Partners (DP) in the fields of physical infrastructure, cabling, masts / antennas, and data centers.
- Coordinates the management of the Client data and information by implementing and improving and software solutions and integrations (for enterprise and engineering technologies).
- Works closely with the Client IT Leadership, XDS Directors, and XDS Digital and Technology Director providing consolidated requirements, business needs, definition, and prioritization, for ICT Requests for Information. design / solution changes, updates, and services.
- Provides strong thought leadership on emerging ICT technologies. Identify and investigate advanced technologies offering Client significant technical and financial benefits.
- Keeps abreast of current ICT technology, best practice, laws, and standards. Participates in professional organizations; makes presentations at meetings and seminars (internal and external). Supports Professional licensing, technical papers in professional publications and supports Accreditations.
- Responsible for the XCS digital and technology ICT requirements, standards, strategies, policies, plans and processes / procedures and best practice developed during the XCS establishment process.
- Recommends improvements to XCS ICT procedures and develops and implements updates within area of expertise as needed to XCS baseline. Oversight of Functional Managers in updating standards and procedures manuals for the disciplines (from the baseline created at XCS establishment).
- Supports XDS to define requirements and strategic goals to determine the resources required to achieve them and directs effort to support the acquisition and retention those resources.
- Maintains / controls operating budget as presented by Client management. Ensures performance within overhead budget.
- Participates in review of all major proposals and initiatives affecting the digital infrastructure disciplines. Supports pre contract and business development efforts as required, serving as technical consultant. Provides technical consultation to Client and XDS management as needed.
- Actively participates in and promotes the Quality Improvement Programs. Audits projects to ensure compliance with ISO 9001 and NQA-1 requirements, together with any specified digital and technology standards as defined within the XCS baseline strategy and best practice developments thereof.
- Ensures compliance with all laws and regulations applicable to the assigned disciplines. Ensures compliance with corporate policies.
- Coordinates department's activity with pertinent external groups, such as regulatory agencies, as necessary.
- Oversees the functional managers. Recruits, interviews, and evaluates prospective employees. Hires, offers personnel development, conducts performance evaluations, counsels, takes corrective action, as required, and approves terminations. Ensures that new employees receive orientation on company policies and procedures.
- Plans, directs, and manages the annual salary increase budget within the constraints of corporate policy; approves all salary actions, monitors actual increases against budget throughout the year; approves hiring/ termination recommendations; reviews and signs annual performance reviews for functional managers. Provides technical training and career development for all department employees.
- Performs other responsibilities, such as participating in corporate working groups, associated with this position as may be appropriate.

**Requirements**:
**PREFERRED EDUCATION/EXPERIENCE**:

- 4-year degree in IT or Engineering (or related field) and 15+ years of related work experience, including significant managerial experience of a large group of discipline leads and technical support personnel. Professional registration with active professional membership, MBA or related MSc degree is desirable.
- Requires extensive knowledge of IT best practices, processes, and current technology trends. Strong working knowledge of ISO Quality Management Systems Standards. Proficiency in analyzing situations
