Adherence to company HSSE policy and procedures.
- Responsible for performing all tasks assigned in a safe and responsible manner in accordance with the established operating procedures and written or oral instructions from Operation Manager.
- Prepare Area operational budget in accordance with directions received from Operation Manager.
- Ensure that the Operations Engineer participates in budget discussions with a special focus on chemicals, utilities consumption and material expenditure.
- Listen to employee complaints & respond, Motivate them to come with new suggestion & ideas.
- Encourage all subordinates to think safety, submit ideas for improving safety and report incidents and unsafe conditions/ acts.
- Need to have the necessary skills for conducting risk assessment and Participate in unusual operational or maintenance activities.
- Ensure all hazards are identified and corresponding risks are assessed and eliminated or prevented.
- Attends incident investigation committee & directs management to define & eliminate the root cause
- Investigate all incidents/accidents in the area supervised, and appoint the Area Business Team to analyze these incidents and propose/ follow up with preventive and corrective actions.
- Ensure that Area procedures for safe operation are developed and implemented.
- Ensure Assets/equipment inspected and tested according to inspection schedule based on risk approach considering the consequence of failure of the asset/equipment.
- Identifying training needs for whole team to develop a progressive workforce.
- Communicate and issue precise instructions to staff regarding production programs and ensure the timely delivery of products in quality and quantity specified by Scheduling.
- Improve the reliability of Respective Area units by coordinating Area Business Team to analyze all the incidents, to identify the bad actors and to propose and implement adequate actions.
- Improve operational added value by participating in the scheduling, preparation and execution of the Maintenance Plan and the Turnaround.
- Enforce Safe Work Practices to eliminate** **unsafe Act/Conditions by healthy communication, group safety meetings & frequent site visits along with the team.
- Ensure good coordination of information between various departments and other operational sectors relating to matters that directly impact the Area Operations Division’s activities or whereby the activities of the division impact the work of others.
- Evaluate proposed process change, review and validate technical modifications proposed.
- Ensure that Area personnel are properly trained and each process unit has an acceptable level of experience and appropriate staffing.
- Perform the roles of an incident commander in case of emergency.
- Motivate subordinates, Promote and facilitate effective two-way communications.
- Participate and follow-up operator qualification & career development planning of staff under direct supervision.
- Achieve the safety goals/program sets within the Area
- Develop and follow-up on operations Key Performance Indicators for the area.
- Carryout regular field inspections to ensure area access control, adequate housekeeping, and proper disposal of waste procedures are followed.
- Leads and participate in external audits & discussions.
- Perform other related duties as assigned by Operation Manager.
- Demonstrates accountability for performance and results of a team within own discipline or multiple related teams.
- Demonstrates comprehensive understanding of concepts & principles within own discipline & knowledge of others
- Empower middle management to observe & develop fellow juniors to maintain a healthy work environment.
- Responsible for two-way communication between team concerns and Management guidelines to be conveyed to each other clearly.
- Ensure succession plan is in place in case of mass exodus of manpower.
- Responsible to delegate for closing audit points as well as incident investigation.
- Follow SIF procedure for forced tags & bypasses.
Participate and contribute in root cause analyses (RCA).
**5. Requirements**
**Minimum Qualifications **(degree, training, or certification required)
**Degree **:Bachelor’s Degree in Engineering or equivalent.
**Minimum Experience **(technical, functional, and/or leadership experience required) Twelve (12) years of experience in Refinery Management/ Operations, of which at least Five (5) years in a Managerial position.
