Our client is a healthcare-focus investment vehicle, with an aim to fulfil the unmet need of the healthcare consumer. The Client established a range of partnerships with reputable international players to develop a fully integrated healthcare ecosystem to serve the Saudi population.
The clients extended long-term care and rehabilitation division (LTC division) aims to become one of the leading players in the Saudi market. With a 220 beds hospital under construction and 2 fully funded hospitals, the Client aims to develop over the next 5 years 2,000 beds within 9 facilities within the Kingdom.

Job Summary
The purpose of the Chief Engineer is to supervise projects from beginning to end, ensuring that project(s) are completed within time and budgetary constraints. An understanding of the construction business and the ability to work under deadlines in a fast-paced environment are important. Work experience in the healthcare industry is one of the most important requirements.

**Responsibilities**:
**Pre-Project Functions (For each Project)**:
Liaise with designer, consultant, and operator and ensure design effectiveness/compliance with the requirements
Managing the contractor tendering process and materials selection in coordination with the consultant

**Construction functions (For each Project)**:
Act as the Company representative with the contractor, consultant, Operator, and selected subcontractors during the execution of the project
Ensure a comprehensive, active, and well-recorded liaison between the project, the consultant, the Operator, and the subcontractors
Monitor all work progress and authority NOCs approval to ensure conformance with work schedule, contract documents, and project budgets
Monitor the performance of suppliers and subcontractors to determine compliance with contractual obligations
Exercise strict control over expenditures and initiate actions to bring them under control and provide input to regular construction progress reports to the CEO.

**Procurement functions Pre-Operations (For each Project)**:
Manage to procure all necessary materials (non-medical type) in coordination with the procurement team needed during the construction stage
Handle all of the paperwork involved with purchasing and delivery of supplies and materials in coordination with the procurement team
Ensures timely delivery of materials from vendors, generates, and tracks purchase orders, and works alongside the receiving department and the accounts payable department to ensure that promised deliveries were received in full and are being paid for on time.
Approve the supplier's invoices in coordination with the procurement team and work closely with the accounting department to ensure all payments are made on time.
Prepare, maintain, and review purchasing files, reports, and price lists in coordination with the procurement team
Facility functions Post-Operations

Hiring the necessary Facility management team and handing it over to the newly recruited team
Responsible for the efficient running of the Facility functions during the commissioning phase
Responsible for ensuring full compliance with government regulations.
Ensure that operational activities are met and integrated with the Organizational requirements.
Coordinate with other Departments as required.
Adhering to government and CBAHI regulations related to facility management.
Working knowledge of procurement and negotiation and management of the necessary external contracts
Physical Environment
Work is in the office and onsite.
Required to attend meetings on the premises and at the Contractor's and consultants premises

Qualifications, Education, and Experience
Education

Bachelor's Diploma in Civil engineering or MEP
Experience
Minimum 5 years experience in a similar setting (Saudi experience is a must)
Experience in similar healthcare projects
3 Years of Management experience
Job Specific Knowledge and Skills.
Uses own initiative and is able to take decisions
Fluency in written and spoken English and Arabic
