Organization Setting:
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The West Asia Office of UNEP delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. This consultancy is established at the West Asia Office within the framework of the Strategic Cooperation Agreement between UNEP and the Kingdom of Saudi Arabia.

Under the direct supervision of the Project Manager in UNEP West Asia Office and in coordination with the National Centre for Wildlife (NCW) and the respective department in the Ministry of Environment, Water and Agriculture in Saudi Arabia, the expert will carry
- out, inter alia, the following duties and responsibilities:
2. Undertake a national level situation analysis pertaining to the current financing model for protected areas including the NCW led system plan and other existing financing models and approaches adopted by other partners such as Royal Reserves, Royal Commissions, and other partners, thus analyzing the strategic, legal, institutional, and technical gaps and documenting lessons learned.
3. Undertake a regional and global comparative analysis on success stories and lessons learned related to sustainable financing of protected areas at the system plan and site levels using example which are most relevant to the conditions and transformative vision of Saudi Arabia.
4. Develop a sustainable financing strategy for the protected areas network with particular focus on NCW managed sites (both existing and proposed) using a wide spectrum of unconventional planning scenarios and financing models based on the principles of income diversification, effective business planning, cost effectiveness, participative stakeholders' engagement including the private sector.
5. Design a detailed plan of work for the implementation of the sustainable financing strategy including the proposed time frame, required human resources, and expected financial resources. The plan should also include clear guidance on the plan's implementation modality including stakeholders' involvement and participation.

Outputs / Work Assignments (Deliverables):
1. An inception report on sustainable financing of the protected areas system plan.
2. Technical guidelines and policy options for sustainable financing of the protected areas.
3. Monthly and quarterly reports.
4. Training manuals and courses for sustainable financing of the protected areas.
5. Capacity building programme for National Centre for Wildlife.
6. Final report.

Qualifications/special skills
Master's degree in biodiversity, ecosystems, protected areas, environmental science, natural sciences, or related fields is required. PHD is an asset.
Minimum of 10 years of professional technical experience in the field of sustainable financing of protected areas is required.
Knowledge of protected areas in Saudi Arabia is an asset.
Experience working in West Asia is desirable.

Languages
Fluency in written and spoken English is required. Knowledge of Arabic is desirable.
