**Job Scope**:

Manage, control and ensure reliable and efficient processes and activities for Career Development and Training functions. Ensure effective development and performance improvement of the Saudi workforce through planning, organizing, directing and budgetary monitoring of various activities such as, Technical Training, SHE Training, English Language, Computer Training, E-Learning, Management Supervisory Training, Career Development Programs, Proficiency Program and Professional Training consultations.

**Job Duties**:
***
- **Oversee and lead Training needs Analysis. Plan, organize, direct and control the preparation/implementation of the refinery-wide annual training plan.**

***
- **Advise subordinates on Training and Career Development best practices and ensure that all adopted policies and programs are aligned with the overall HR strategy at LUBEREF.**

***
- **Oversee the design, development and implementation of Competency Framework, Career Paths and Performance Management for all LUBEREF employees.**

***
- **Evaluate training programs including instructional facilities, equipment and materials. Initiate improvements and make sure training programs are meeting the training needs of the user departments as per their long term and annual Action Plans.**

***
- **Manage apprenticeship programs (Maintenance and Operations), PDE's, Trainees, Co-op and Summer training programs, in full liaison with Human Resources and end-users.**

- **Advise and assist department managers to meeting established goals and objectives for employees’ performance improvement, Saudization plans and performance analysis.**

***
- **Establish and maintain effective relationships with HR Consultants and Training Vendors. Undertake specific initiatives and projects relating to the development and implementation of new Talent Management programs and initiatives.**

***
- **Develop the Training and Career Development Section’s annual estimated budgets and expenditures, and submit the same to the Management for review and approval.**

***
- **Act as a coach to subordinates, identify their training and career development, recommend training courses and follow up on their personnel records such as timesheets, discipline, vacations, leaves and absenteeism.**

- **Perform any other job-related duties as requested by immediate supervisor/ manager.**

**Required Experience**:
**ACADEMIC QUALIFICATIONS**:
BS in Engineering or Business Administration

**SKILLS & EXPERIENCE**:

- 12+ years of relevant experience.
- Strong knowledge of industry best practice in Talent Management and Career Development.
- Strong knowledge of E-Learning Technologies and Applications.
- Strong problem solving, decision making, interpersonal, communication skills & Presentations.
- Fluency in English language (read, write & speaking).
- Strong technical knowledge Refinery production operations and processes.
