**Country Management Unit Context**
The World Bank's GCC Country Department is the principal liaison between the World Bank and the six Arab States of the Gulf Cooperation Council, namely Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates. The GCC Country Department facilitates the provision of Reimbursable Advisory Services (RAS) from the Bank to the GCC countries, the GCC Secretariat and GCC affiliated institutions. The GCC Country Department is managed through four offices: a Regional Office in Riyadh, KSA, a Country Office in Kuwait, a Country Office in Abu Dhabi UAE, and an HQ unit in the World Bank HQ in Washington, D.C.
**Roles & Responsibilities**:
The Senior Operations Assistant will report to the Program Manager (PM) based in Riyadh.
S/he will be a key member of a growing Country Office (CO) that includes resident staff mapped to Global Practices (GPs), as well as staff working on RAS operations, resource management, IT, external affairs, and administration. S/he will be part of the GCC Operations Team (OT) that supports GCC operational work across the six countries, in addition to particular tasks in the CO that s/he is based in. Specific duties and accountabilities include the following:
**Provide support to the Program Manager**:
- Undertake representational duties on behalf of the PM, to include serving as first point of contact and liaison with clients and officials both inside and outside the Bank Group.
- Coordinate and monitor GCC Portfolio and activities to ensure that management decisions are properly carried out and products are delivered in a timely manner.
- Draft/finalize correspondence on a range of topics on behalf of the OM.
- Responsible for arranging key meetings on behalf of the PM, to include effective prioritizing and resolving related conflicts and competing demands.
- Prepare draft minutes of the operations-related meetings.
**Support the Operations Team in the CMU and task teams to monitor the GCC portfolio:
**- Generate portfolio report regularly to support portfolio monitoring and reviews, including preparing power point presentations, briefings, etc..
- Work closely with the PM and Team, as well as select Ops Officer and Program Leader to undertake portfolio monitoring, analyze operational data and provide regular and ad-hoc reports to the management and counterparts on the status of the country program.
- Assist teams to track deliverables and ensure timely review/clearance of the RAS country portfolio. Coordinate and interact with the counterparts and keep track of the milestones/timelines of coordination activities.
- Support the management to create and monitor the CMU Risk List. Identify issues and raise concerns about the overall portfolio quality. Highlight key issues and provide periodic reports to the OM for review and discussion. Exercise independent judgment by promptly bringing potential problems to the attention of the PM.
- Prepare inputs into work programs, mid-year reviews, etc.; review and screen relevant reports for consistency with the country RAS program. Contribute to specific operational activities at all stages of the project design and implementation, including participation in review meetings, facilitating communication between the Bank's task teams and counterpart agencies,
- up on agreements, reviewing budget planning, monitoring use of funds and assisting with client billing.
- Coordinate with Resource Management staff to ensure accuracy of data (budget and expenses) in the institutional information systems.
- Support visiting missions by ensuring meetings are scheduled and participating in meetings with government agencies and maintaining records of meetings to help with drafting aide-memoires and other correspondence with the government, in coordination with the OO.
- Conduct follow-up discussions with client representatives on selected problems and issues identified by the TTLs and task teams, in coordination with the OO and OM.
- Analyze projects at completion, comparing actual results with those projected at the concept note stage.
- Provide back-up duties for those lacking Operational coverage in countries by participating in dialogue with clients, joining kick-off/ wrap-up meetings, and informing the OT member responsible for the PG of the main messages and conclusions.
- Perform other tasks as reasonably requested by the PM.
