Parsons is looking for a talented and highly competent **Senior Commercial Manager **to join our team

In this role, you will **join a professional Project Management team that is involved in multiple projects on a program being developed by Saudi Downtown Company (SDC).**

Saudi Downtown Company (SDC) is a subsidiary of the Public Investment Fund (PIF), a Development Company registered in Riyadh in the Kingdom of Saudi Arabia, formed in the early part of 2020. As an organization SDC is undergoing a rapid mobilization to meet its mandate, to develop downtown precincts, hereafter referred to as “Downtowns” within twelve (12) cities across ten (10) provinces in the Kingdom within the next 3 to 5 years, with targeted strong participation with the private sector and partnership of direct sales.

Provides management and direction for all procurement functions on a large domestic or international project, including purchasing, expediting, supplier data control, supplier quality, and traffic.

You will be working as part of a team on a large master development and will be responsible for the procurement of consultants and contractors including all stages of the procurement process from receiving a brief/scope of services to contract award.

The Senior Commercial Manager reports directly to the Commercial Director and is primarily Manager is responsible for the management pre-and post-contract financial, contract and commercial activities for a project and/or contract.

A Key responsibility of the Senior Commercial Manager is ensuring that the procedures and processes of the Project Management Plan are being applied uniformly by all throughout the Works and that the Employers objectives for time cost and quality are being fully coordinated and controlled.

**What You'll Be Doing**:

- Project start up, implementation of procurement, commercial and contractual procedures and protocols.
- Interaction with the project team, client, consultants, contractors, etc. as required, in respect of financial and contractual matters.
- Prepare, review, update and advise on client budgets and estimates for consultant services and/or construction works.
- Procurement of consultants, contractors, suppliers, etc. including pre-qualification, tender analysis, tender reports and recommendations, etc.
- Preparation and/or review of tender and contract documentation in co-ordination with project team for consultants, contractors’ suppliers, etc.
- Review all warranties, bonds, insurances, guarantees, etc. for compliance with the relevant terms and conditions of the contract, are maintained and updated.
- Administration and/or monitoring of new and on-going contracts for consultants and contractors and providing advice to the project team.
- Prepare correspondence and maintain records and logs for variations, claims, etc. necessary to ensure the effective administration of all financial and contractual matters.
- Review of contractual notices of all types of claims and providing contractual advice to the project delivery teams.
- Review and/or evaluate variations, new rates, etc. submitted by consultants and contractors, prepare change requests, prepare instructions and variation orders.
- Assist in the review of consultants and contractors claims in accordance with the provisions of the contract and ensures the client’s interests are protected.
- Facilitate the contract close-out procedures to ensure that all terms and conditions of contracts have been complied with prior to final payment to contractor/consultant.
- Assist in the preparation of cost and monthly progress and any ad-hoc reports as required by the client.
- Attend and/or chair commercial meetings and attend design meetings, progress meetings, workshops, etc. as required.
- Any other duties assigned by the lead commercial manager/director.

**What Required Skills You'll Bring**:

- Bachelors Degree in Quantity Surveying, Commercial Management, Engineering, or related field
- Professional Membership (RICS or equivalent)
- 15 Years total experience with quantity surveying, cost management and contract administration experience within a large international consultant, engineering and/or construction firm
- 10 years in the Middle East including 2 years in Saudi Arabia.
- Master Planning, infrastructure, public realm and buildings experience pre and post contract.
- Excellent communication and interpersonal skills to successfully work with Project and Construction Management Team, Consultants, Sub-Consultants and Contractors
- Demonstrate successful management of quantity surveying, cost management and contract administration within a large international consultant, engineering and/or construction firm with a strong knowledge of the FIDIC form of Contract
