Duties and Responsibilities
  1. Manage the procurement process for a specified range of goods to meet cost, quality, and delivery objectives.
  2. Assist Commodity Buyers with technical and commercial expertise to enhance their product knowledge and streamline purchasing processes.
  3. Develop a strong foundation of functional skills and knowledge of relevant purchasing and sourcing concepts.
  4. Implement procurement policies to ensure clear communication and adherence to budgets and specifications with suppliers.
  5. Balance both tactical executions with strategic initiatives necessary to drive cost-reduction projects.
  6. Review and evaluate bids and proposals submitted by potential suppliers.
  7. Prepare purchase orders following negotiated terms, organizational targets, and requirements.
  8. Collaborate with other departments to identify or qualify new suppliers.
  9. Contact suppliers to resolve price, quality, delivery, or invoice issues.
  10. Evaluate suppliers, conduct performance reviews, ensure contract compliance, and manage improvement activities.
  11. Develop technical specifications, instructions, and requirements for RFQ and RFT solicitations; evaluate bids and recommend contracts to the lowest bidder.
  12. Collaborate with departments/schools to develop scope of work and requirements for RFPs; establish evaluation methodologies; determine pricing structures and negotiation strategies for competitive negotiations.
  13. Facilitate evaluation committees, negotiate, and recommend contract awards.
  14. Negotiate contracts, improve prices and terms of business with suppliers, and review opportunities to make business savings utilizing negotiation and procurement best practice tools and methods.
  15. Actively participate in supplier performance reviews.
  16. Ensure a continuous supply of necessary goods and materials and communicate any supply issues that may impact business operations.
  17. Research and evaluate areas of opportunity and reduce costs where possible.
  18. Manage problems and schedule changes and ensure changes are reflected within the ERP systems.
  19. Execute ad hoc exercises assigned by the corporate supply chain director.
Knowledge, Skills, Experience Required
  1. Bachelor's degree in Civil Engineering.
  2. Minimum 1 Year experience in construction Purchasing.
  3. Certification in procurement or supply chain management (e.g., CPSM, CSCP) is preferred.
  4. Strong computer skills and knowledge of MS Office and ability to learn new software/programs as opportunities or department needs arise.
  5. Experience with ERP systems.
  6. Good verbal and written communication skills with team, internal customers, and suppliers that strongly focus on teamwork and internal/external customer satisfaction.
  7. Highly organized with strong attention to detail and superior follow-up and follow-through skills.
  8. Proven track record of cost savings and process improvement initiatives.
  9. Strong analytical, conceptual, and negotiation skills.
  10. A developed and strong foundation of function skills and knowledge of relevant purchasing and sourcing concepts.
