Job Summary

Parsons Oman is seeking a highly skilled Procurement Director to lead our Utilities Procurement function. As a key member of our team, you will be responsible for managing the planning and delivery of the Utilities procurement program, ensuring consistency across the program.

Key Responsibilities
  1. Program Management: Develop and implement procurement strategies, plans, and workplans to ensure successful delivery of the Utilities procurement program.
  2. Stakeholder Engagement: Collaborate with internal and external stakeholders, including Qiddiya Investment Company (QIC) delivery and development teams, to ensure alignment and coordination.
  3. Procurement Policy and Compliance: Implement and enforce QIC procurement policy and Ways of Working (WoW) across the projects and delivery teams.
  4. Market Engagement and Supply Chain Development: Lead market engagement and supply chain enablement/development initiatives to support procurement acceleration.
  5. Team Leadership: Assign work to employees, oversee, and track the completion of work assignments, and maintain clear and concise work standards and goals.
  6. Performance Management: Complete performance evaluations, conduct employee counselling, and take corrective action as necessary.
  7. Compliance and Risk Management: Ensure adherence to all corporate, contractual, ethics, and safety standards, policies, and procedures.
Requirements
  1. Leadership and Management: Demonstrated leadership and management skills, with experience of working within a complex construction environment.
  2. Procurement Experience: Proven experience of working in procurement, budgeting, and pre-tender works, with a strong understanding of procurement strategies and plans.
  3. Communication and Interpersonal Skills: Excellent communication skills in English, with the ability to interact with and influence senior-level management, and consult, motivate, and negotiate effectively with client groups, co-workers, employees, vendors, and contractors.
  4. Education and Qualifications: Degree in Engineering, Quantity Surveying, or a related discipline, with a minimum of 15 years' experience in mega construction and engineering projects.
