About the Role

We are seeking a highly experienced and skilled Senior Expert to lead our China Market Unit at the Saudi Tourism Authority (STA). As a key member of our team, you will play a crucial role in driving the success of our tourism initiatives in China.

Key Responsibilities
  1. Strategy Development: Contribute to the design and implementation of the Sector's strategy and roadmap by providing function-specific inputs.
  2. Operational Planning: Establish and implement the Department's operational plans in support of the Sector's overall strategic plan and KPIs.
  3. Budget Management: Prepare the China Department annual budget and participate in the Division's budgeting cycle and process.
  4. Financial Management: Utilize and manage China Department's budget effectively, and report accurately on progress made and challenges encountered.
  5. Risk Management: Investigate and propose implementing strategies that result in positive financial impact for STA and mitigate financial and operational risks.
  6. Market Offerings: Oversee a yearly market offerings plan, budget, and targets.
  7. Partnership Development: Build and manage relationships with key market offering partners to promote and provide tourism offers/discounts, etc.
  8. Market Offerings Execution: Ensure establishment of market offerings in line with the set plan and budget and ensure the achievement of set targets.
  9. Partnership Planning: Oversee the development of detailed partnership plans to include roles and responsibilities, financial and non-financial investment, return on investment, targets, reporting measures, reporting frequency, etc.
  10. Market Offerings Monitoring: Oversee, monitor, evaluate, and report on market offerings across the region to ensure adherence to the set agreement.
  11. Operational Optimization: Continuously evaluate and monitor ways to optimize operations to advance the regional trade strategy for greater ROI and ease of doing business.
  12. Project Delivery: Oversee projects for the delivery of the regional business plan.
  13. Partner Identification: Identify potential partners and synergies in the region and, depending on size, whether the partnership will be managed at hub or regional level.
  14. Trade Incentives: Propose, manage, and design trade incentive programs.
  15. Relationship Building: Establish and manage relationships with key tourism industry players and experience providers to enable the achievement of tourism targets.
  16. Market Opportunities: Identify market offering opportunities to support tourism across the various destinations and time horizons (seasons).
  17. Policies and Procedures: Propose improvements to China Department's policies, and ensure the implementation of procedures and controls across all areas of activity so that all relevant procedural/legislative requirements are fulfilled while delivering high-quality and cost-effective results.
  18. Compliance Monitoring: Monitor day-to-day activities to ensure compliance with stipulated policies and procedures.
  19. Team Management: Stimulate subordinates and contribute to the identification of opportunities for continuous improvement of systems and processes taking into account leading practices, changes in business environment, cost reduction, and productivity improvement.
  20. Direct Reports Management: Manage, guide, and assist direct reports to perform their functional operations in accordance with set policies and procedures.
  21. Talent Acquisition: Participate in identifying and recruiting key talent for China Department.
  22. Culture Promotion: Promote a high-performance working environment embracing STA's values.
  23. Stakeholder Management: Build and maintain solid relations with external stakeholders such as governmental entities and consultants to serve STA's best interest.
  24. Support and Assistance: Provide assistance across the organization and support peers when needed to perform their duties.
  25. Reporting and Presentations: Approve reports and presentations related to China Department activities and achievements for reporting and decision-making.
Requirements
  1. Experience: At least 12 years of experience in tourism trade management or equivalent.
  2. Education: A bachelor's degree in marketing, sales, or equivalent is preferred. A master's degree in marketing, sales, or equivalent is preferred.
