The Riyadh Metro Project (public rail transport) is the biggest project being undertaken in KSA with an overall budget of US$ 22b, and is one of the largest public civil engineering projects in the region. The BACS Consortium, led by Bechtel, is designing and constructing Lines 1 and 2 (of a total of 5 lines), comprising 63.3km of line with 39 stations (of a total of 176.8km 85 stations) serving a metro area of approximately 1,815km2 in total.

**Job Duties**:

- Supports Subcontracts claims resolution. Assist the project team with developing overall strategy for claim resolution.
- Responsible for quality and accuracy of the claims process work product.
- Supports preparation of extensive and in-depth cost and schedule analysis; prepare reconciliation and justification of increased costs. Responsible for claims development and pursuit of assertive claims against subcontractors as appropriate.
- Assess and assemble technical documentation about complex claims issues.
- Reports to the project Subcontracts Claim Manager.
- Ability to lay and propose strategies for claim defense.
- Must have strong Microsoft Office suite skills, and particularly Excel (expert).
- Intimate knowledge of schedule analyses. Familiar with concepts such as concurrent and parallel delays, excusable/non-excusable, compensable/non-compensable; case law and reference text (e.g. Pickavance, AACE, SCL) knowledge will be an advantage.
- Extensive negotiation skills with Subcontractors is an asset.
- Thorough knowledge of Subcontract Administration processes.
- Coordinates with designated staff on operational activities affecting contractual rights and obligations, (sub)contract performance, (sub)contract administration and other major matters.
- Prepares periodic status reports for management.
- This is not a management position; this is a position for a hands-on specialist.
**Job Knowledge**:

- Basic knowledge of procurement regulations, policies and practices.
- Specialized courses or experience in pricing, contract law, negotiations and accounting.
- Working knowledge of engineering/construction industry contracting practices and Bechtel policies, procedures and work practices.
- Demonstrated oral and written communication skills.
- Experience in developing and recommending potential solutions to contractual problems to management.
