JOB PURPOSE:

Responsible for the establishment and management of FAB KSA Branch Manpower Planning and Recruitment strategies in line with HR Policies and Procedures and FAB overall business direction and strategies. Plans, designs, develops, and maintains organizational structure, job evaluation systems, job grading structure, HR policies and procedures in line with HR Policy Guidelines and FAB KSA strategies and objectives. Responsible for ensuring the consistent and effective execution of the Performance Appraisal and Reward process.

KEY ACCOUNTABILITIES:

  • Analyzes current manpower, forecasts future manpower needs, and organizes planning and budgeting resources based on the criticality of manpower requirements of the businesses.
  • Liaises with Line Management to forecast their manpower requirements and identify any particular skill shortages.
  • Reviews and finalizes annual manpower and recruitment plans in line with FAB KSA business strategies and direction.
  • Maintains the reconciliation of manpower budgets and finalizes complete annual manpower budget.
  • Ensures that manpower planning & recruiting activities are completely and continually aligned with FAB KSA & Group policies, procedures, and strategic objectives.
  • Develops orientation programs to facilitate a quick and efficient onboarding of new recruits.
  • Develops and oversees the implementation of plans to address Saudization requirements.
  • Compiles and analyzes market data to assess employment trends and practices, turnover, and reward trends within the Banking Industry.
  • Acts as a source of reference and provides expertise to line managers on all matters concerning Manpower Planning, Recruitment activities, and SAMA relevant Appointments requirements.
  • Develops and oversees full implementation of policies and procedures with regards to Manpower Planning and Recruitment including Regulatory requirements, e.g., MHRSD & SAMA.
  • Develops high-level recruitment strategies and oversees Service Level Agreements with recruitment agencies to ensure vacancies are filled quickly and effectively.
  • Develops and designs FAB KSA organizational structure in line with business requirements and strategies.
  • Develops relevant HR policies and procedures in line with business requirements and HR strategy.
  • Reviews organization structure in light of industry best practices and organization strategy and recommends changes as appropriate.
  • Reviews all proposals for organizational change submitted by departments and division managers and provides expert advice and recommendations as appropriate.
  • Oversees all changes to the Organizational Structure to ensure these changes are aligned with Corporate Strategy and carried out effectively and in a controlled manner.
  • Develops, updates, and maintains FAB KSA employee handbook.
  • Reviews all Job Descriptions to ensure they are in line with FAB standards and correspond to approved organizational structure.
  • Ensures all positions are mapped to job families and correspond to an approved organizational structure.
  • Provides expert advice to management in the development of Job Descriptions, job evaluation, and grading structure.
  • Manages, motivates, coaches, appraises, and develops reporting staff to ensure the team meets its objectives.
  • Reviews FAB KSA Benefits policies and procedures and recommends improvements as needed.
  • Oversees the selection and management of Employee Benefits Programs aligned with Bank requirements and best practices.
  • Conducts market studies of benefits offered by other Banks to ascertain FAB KSA's alignment with Best Practices.
  • Conducts employee engagement surveys to gauge the appropriateness of existing benefits policies and identify any possible improvements.
  • Oversees the administration of the Bank Health Insurance Program to ensure compliance with contractual agreements.
  • Oversees the full implementation of Bank procedures and controls with regards to benefits, incentives, and Bonus Scheme.

QUALIFICATIONS & EXPERIENCE:

  • Bachelor Degree in Human Resources Management or Business Administration
  • 8-10 years of experience in HR Operations, 3 years of which in a managerial function within a midsized company/bank managing Recruitment & Manpower Planning
  • Knowledge of methodologies in manpower planning, recruitment strategies & Employee Reward.
  • Knowledge of Saudi Labor Laws & SAMA Regulations
  • Sound knowledge in Banking industry and Recruitment Systems
