Position Overview

We are currently seeking a seasoned Health and Safety Manager (Railway) to join our team in Saudi Arabia. As a Senior HSE Manager, you will be responsible for driving excellence in Health, Safety, and Environment at the site and management levels. Your primary mission will be to monitor and validate the effective implementation of our project's Risk Control Strategy.


Key Responsibilities
  1. Strategic HSE Direction: Set the strategic HSE direction for the programme to help achieve its overall growth targets.
  2. Reporting and Communication: Report regularly to the Country 3S Manager regarding the performance, providing reports as necessary for the management team.
  3. Policy Development: Develop the Projects health, safety, and Environmental Policies and Objectives.
  4. Implementation Strategies: Develop health, safety, and Environmental key implementation strategies.
  5. Manual Development: Develop and implement Project health, safety, and Environmental Manuals and/or health, safety, and Environmental Plans (as applicable).
  6. Nonconformance Process: Develop and implement the Nonconformance, Corrective, and Preventive Action process.
  7. Auditing Process: Develop and implement health, safety, and Environmental auditing processes (involving assessment of all project groups).
  8. Roles and Responsibilities: Develop health, safety, and Environmental Roles and Responsibilities (part of health, safety, and Environmental Plans).
  9. Code Interpretation: Provide Code interpretation to team members if/when needed.
  10. Statistics Reporting: Develop requirements for health, safety, and Environmental statistics reporting (metrics).
  11. Deliverables Matrix: Develop health, safety, and Environmental Deliverables Matrix.
  12. Supplier Requirements: Develop minimum health, safety, and Environmental requirements for Suppliers/Contractors.
  13. Supplier Qualification Process: Collaborate on the development of the Supplier/Contractor Qualification Process.
  14. Equipment Criticality Ratings: Provide input as required to develop Equipment Criticality Ratings to determine inspection and testing requirements.
  15. Technical Requisitions: Reviews Technical Requisitions/RFQ/POs.
  16. Health and Safety Deliverables: Reviews/comments/tracks health, safety, and Environmental deliverable submittals.
  17. Health and Safety Awareness: Promote health, safety, and environmental awareness throughout the organization.
  18. Documentation Management: Liaises closely with Document Management Group to ensure the progressive assembly of project health, safety, and environmental documentation.
  19. Systems Completion: Collaborates with Systems Completion/Turnover function for health, safety, and environmental documentation requirements.
Qualifications, Experience, Knowledge, and Skills
  1. Education: Bachelor of Safety Engineering or equivalent.
  2. Experience: A minimum of 15 years of construction experience with progressively more responsibility with respect to HSE Management with experience on railway (ideally on operational railway projects).
  3. Auditing Techniques: In-depth knowledge of health, safety, and environmental auditing techniques.
  4. Leadership Skills: Demonstrated ability to set goals and organize resources.
  5. Communication Skills: Strong interpersonal and communication skills.
  6. Cultural Competence: Ability to work with people of diverse disciplines, backgrounds, and cultures.
  7. Adaptability: Ability to be flexible and to adapt to changing circumstances.
  8. Time Management: Ability to meet deadlines, be a self-starter, and be a quick learner.
