Head, Human Capital Policy

Plans, directs,organizes and coordinates the overall activities and functions of Human Capital(HC)Policy Department to achieve its mission, goals andobjectives and to enhance its existing systems, process, and productivity.
**Essential Responsibilities and Duties**:
1- Providesadministrative and technical support to Director, OrganizationDevelopment in developing andimplementing integrated and value-added HC systems, policies and plans that contribute to theoverall effectiveness and efficiency of the Organization.
2- Initiatesstudies of HCPolicy related issues, anddetermines appropriate approach and methodology to provide recommendations andsolutions.
3- Develops HC related policiesand procedures and ensures implementation within the Organization.
4- Evaluates Organization-wide policies and proceduresrelated to HC periodically to reflect changes in the Organization’s approvedpolicy.
6- Provides advice and directionto Organization entities on IPP analysis and development, as required.
7- Ensures relevancy,completeness, accuracy, effectiveness, efficiency of information content of theHCPolicy which would serve as a reference for Organization-widemanagement/staff in the conduct of their duties and responsibilities.
8- Provides timely and reliableprofessional support and counsel on the formulation, development,interpretation and updating of Organization’s Charter, Bylaws, ERM, APPs andany other policy-related documents.
9- Participates in selecting,recruiting, training, retaining and evaluating assigned personnel. Establishes and maintains a positive workingenvironment to implement policies, correct deficiencies and implementsdiscipline procedures.
10- Aligns HCPolicy objectives with HC goals to provide positiveoperational outcomes.
**Education**:
Master’s or Bachelor’s Degreein Human Resource Management, Business Administration, or other relateddiscipline is required.
**Experience Required**:
At least nine (9) years withMaster’s, or eleven (11) years with Bachelor’s Degree of related PolicyManagement or Human Resources Development experience including four (4) yearsin a senior or supervisorycapacity is required.
**Other Requirements(Certificates)**:
- CertifiedHuman Resources Programs and/or Professional (CIPD, SHRM, HRCI, HCI) or anyequivalent certificates is preferred.
- Strong leadership skills and proven ability todrive organizational change.
- Saudi National Only.
