Assistant Director, Contracts Services

Assists the Director in managing and controlling all KFSH&RC (Gen. Org.) administrative contracts for multi-disciplinary services, supplies, equipment and projects. Facilitates the development of a contracting strategy linked to the Hospital's corporate mission. Ensures the implementation of the contracts in accordance with the approved regulations and applicable laws.
**Essential Responsibilities and Duties**:
1. Assists in organizing and administering the overall activities of Contracts Services Department.
2. Plans and evaluates the activities of the department staff and recommends the appropriate actions.
3. Reviews, evaluates and submits recommendations to Director, Contracts Services for the approval of all the awarding and committee reports related to acquisition, implementation and acceptance of any services, supplies, equipment and projects provided at the KFSH&RC (Gen. Org.) through administrative contracts.
4. Organizes, administers and directs the activities associated with all KFSH&RC (Gen. Org.) administrative contracts.
5. Assists and provides advices in the formulation of the Department’s Statement of Mission, Goals and Objectives, Strategic and Long Term Plans, Operational Plans, Staffing Plans, and managing of budget.
6. Participates in negotiations of the major contracts involving local and international parties in concurrence with Saudi regulations.
7. Assists in monitoring and following up on the execution of all KFSH&RC (Gen. Org.) administrative contracts from all contractual aspects with departments concerned and various entities.
8. Reviews and recommends the financial information requested for the budget preparation as prepared by the department staff.
9. Supervises and assigns tasks to subordinates and is responsible for ensuring that appropriate purchasing and contract related activities, authorisations and documentation are obtained and comply with the department's policies and procedures.
10. Recommends dispute resolution techniques for the Administration regarding the administrative contract disputes.
11. Reviews and updates internal policies and procedures of the department.
12. Prepares and reports through the Director, Contracts Services the activities and achievements of the department.
13. Acts as Director, Contracts Services during the Director absence.
14. Follows all Hospital policies and procedures.
15. Participates in self and other education, training & development as applicable.
16. Performs other related duties as assigned.
**Education**:
PhD, Master's or Bachelor's Degree in Business Administration, Law or related discipline is required.
**Experience Required**:
Six (6) years of related experience including four (4) years in a managerial position with PhD, nine (9) years of similar requirements with Masters Degree or eleven (11) years of similar requirements with Bachelor’s Degree is required.
