Job Summary

Parsons Oman is seeking a highly experienced Technical Manager to lead our team on a major infrastructure program in Riyadh. As a key member of our team, you will be responsible for managing all engineering and design efforts for the program, ensuring that production requirements are satisfied.

Key Responsibilities
  1. Discipline Staffing Management: Review and approve discipline staffing assignment schedules, maintain appropriate staffing levels, and review staff forecasting reports.
  2. Engineering and Design Management: Manage all engineering and design efforts for the program, coordinate discipline staffing requirements, and monitor the quality and progress of designs.
  3. Project Coordination: Work closely with Project Managers to resolve problems related to discipline staffing, quality of work, schedule performance, or productivity.
  4. Standards and Procedures: Establish standards and procedures manuals for the discipline, recommend improvements to department procedures, and support pre-contract and business development efforts.
  5. Design Consultant Guidance: Guide design consultants on regulations and policies to be followed, review submitted efforts, and ensure designs meet requirements and budget.
Requirements

To be successful in this role, you will need:

  1. Strong Knowledge of Roads and Infrastructure Planning and Design: Proven technical leadership experience in development and implementation of large-scale, complex roads/infrastructure projects.
  2. Technical Leadership: Excellent working knowledge of MS Excel, AutoCAD, MS Project, and PowerPoint, with more than 20 years of experience.
  3. Language Skills: Fluency in English, with fluency in Arabic being beneficial.
  4. Industry Knowledge: Solid understanding of all phases of major roads projects, including Master Planning and Urban Design context and processes.
  5. Customer-Facing Skills: Proven ability to work in a customer-facing/consulting environment, delivering projects through all phases of the lifecycle.
  6. Analytical and Communication Skills: Strong analytical skills, creativity, and communication skills, with strong presentation skills.
  7. Sustainability and Smart Cities: Strong understanding and experience in Sustainability and specifically the relationship between Smart and Sustainable Cities.

  3. Smart Cities Landscape: Some appreciation of the 'Smart Cities Landscape' in the Middle East.
  4. Flexibility and Adaptability: Shows flexibility in tasks and location, and deals well with ambiguity.
