Job Description

We are seeking a highly skilled Payroll Director to join our team at ZATCA. The successful candidate will be responsible for overseeing the accurate implementation and validation of payroll and benefits transactions and reports.

Key Responsibilities:

  • Develop and Implement Strategic Plans: Contribute to the development of Human Capital Services business plan ensuring alignment with ZATCA strategy.
  • Lead Payroll and Benefits Administration: Develop the operational plan for Payroll and Benefits Administration in line with Human Capital Services business plan and Human Capital strategic plan.
  • Implement Initiatives: Implement plans and provide input to enable achievement of Payroll and Benefits Administration goals that support ZATCA's overall strategic plans.
  • Budgeting and Financial Planning: Discuss Payroll and Benefits Administration budgeting requirements with top management and provide input to the budgeting process.
  • Effective Utilization of Budget: Ensure effective utilization of Payroll and Benefits Administration budget, and report accurately on progress made and challenges encountered.
  • Investigation and Proposal: Investigate and propose implementing initiatives that result in positive financial impact for Payroll and Benefits Administration and mitigates financial and operational risks.
  • Policies and Processes: Oversee the implementation of payroll-related policies and processes and ensure that accurate/prompt communication to all relevant stakeholders.
  • Maintenance of Payroll System: Ensure the maintenance and update of ZATCA payroll system on a periodic basis by keeping employee information and records current in order to ensure proper archiving and accurate utilization of data in the future.
  • Review and Validation: Review calculated payroll for ZATCA employees ensuring exceptions/variances and applicable increases or deductions are handled in line with set policies and procedures.
  • Timely Communication: Ensure timely communication of decisions impacting payroll to related entities for accurate implementation.
  • Analysis of Employee Statistics: Oversee the analysis of employee statistics on a regular basis to ensure validity and accuracy of salaries of ZATCA employees.
  • Employee Inquiries: Ensure all employee inquiries and ad hoc business requests are attended to via assigned tools to keep employees satisfied and knowledgeable about their pay and pay-related matters.
  • Benefits Transactions: Ensure preparation of all benefits transactions in an accurate and timely manner to ensure all employees payments go through accordingly.
  • GOSI Administrative Services: Monitor end to end GOSI administrative services (enroll new hires, monthly update of GOSI data) and keep abreast on updated GOSI policies and procedures to ensure its proper implementation.
  • HLP Program Development: Monitor end to end HLP program development and launching to enable administration of HLP registration and enrollment and ensure coordination with banks to issue certifications.
  • Employee Statistics Analysis: Oversee the analysis of employee statistics on a regular basis to ensure validity and accuracy of benefits, bonuses, allowances, and promotions of ZATCA employees.
  • Housing Requests: Review all housing requests and ensure the approval of applications for eligible employees in order to proceed with housing allocation in coordination with Finance and Administration.
  • Benefit-Related Transactions: Ensure all types of benefit-related transactions and allowances are validated and administered within proper timeframes and set guidelines and policies.
  • Employee Inquiries and Requests: Ensure all employee inquiries and ad hoc business requests are attended to via assigned tools to keep employees satisfied and knowledgeable about their benefits and benefit-related matters.
  • Talent Identification and Recruitment: Participate in the identification and recruitment of key talent.
  • Leadership and Guidance: Guide, mentor and support direct reports in order to execute duties according to set policies and processes.
  • Performance Management: Develop individual performance objectives, provide necessary support, evaluate/appraise team and provide regular feedback on performance.
  • Culture and Values: Establish a high-performance working environment and promote ZATCA values.

Education and Certifications:

  • Bachelor's degree in Human Resources Management, Business Administration, or equivalent is required.
