Job Overview

The role of Proposals and Tendering Manager is a critical position at Bahri, responsible for leading the end-to-end process of preparing and submitting proposals and tenders. This involves collaborating with various teams to develop compelling proposals, conducting thorough analysis of tender documents, managing the tendering process, participating in client interactions, and continuously improving proposal processes based on outcomes and feedback.

Key Accountabilities
  1. Ensure effective cascading of the functional strategy into department business plans for vertical alignment and horizontal integration with other interfacing departments/units.
  2. Manage the identification of opportunities for continuous improvement and sustainability of systems, processes, and practices, considering leading standards, productivity improvement, and cost reduction.
  3. Ensure that all department reports are prepared timely and accurately and meet Bahri's requirements, policies, and quality standards.
  4. Manage the effective achievement of assigned objectives through the leadership of the department by setting individual objectives, managing performance, developing, and motivating staff to maximize performance.
  5. Develop and recommend the department budget and monitor financial performance versus the budget while ensuring all activities are conducted in line with the approved guidelines.
  6. Manage and ensure effective implementation of departmental policies, procedures, and controls covering all areas of assigned departmental activities so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service.
  7. Lead the end-to-end process of preparing, reviewing, and submitting proposals and tenders in response to client requirements and invitations to tender (ITTs).
  8. Collaborate with BD, Engineering, O&M, legal, and finance teams to gather information, assess client needs, and develop compelling proposals that meet client expectations and business objectives.
  9. Conduct thorough analysis of tender documents, including terms and conditions, technical specifications, and evaluation criteria, to ensure compliance and competitiveness.
  10. Manage the tendering process, including bid/no-bid decisions, proposal development timelines, and stakeholder coordination, to meet submission deadlines.
  11. Review and edit proposal content, ensuring accuracy, clarity, and alignment with client requirements and company standards.
  12. Participate in pre-bid meetings, client presentations, and negotiations as needed to support the proposal submission and win strategy.
  13. Monitor and track proposal outcomes, including win/loss ratios, feedback from clients, and lessons learned, to continuously improve proposal processes and strategies.
